Regarding the Suspension of Services and Transactions for Persons with
Obligations to the Department and its Affiliated Entities

- And Law No. (10) of 2006 concerning the Municipality and Municipal Council of the Western Region in the Emirate of Abu Dhabi and its amendments,
- And Law No. (10) of 2007 concerning the Municipality and Municipal Council of Abu Dhabi City in the Emirate of Abu Dhabi and its amendments,
- And Law No. (11) of 2007 concerning the Municipality and Municipal Council of Al Ain City in the Emirate of Abu Dhabi and its amendments,
- And Law No. (3) of 2015 concerning the Regulation of the Real Estate Sector in the Emirate of Abu Dhabi,
- And Law No. (30) of 2019 concerning the Establishment of the Department of Municipalities and Transport,
- And Amiri Decree No. (1) of 2019 concerning the Reconstitution of the Executive Council of the Emirate of Abu Dhabi and its amendments,
- And Administrative Decision No. (127) of 2019 concerning the Suspension of Services and Transactions in Municipalities,
- And Circular No. (9) of 2017 concerning the Suspension of Services and Transactions in Municipalities and its amendments,
- And based on the requirements of the public interest,
Has decided the following:
Article (1)
Suspension of Services and Transactions
The provision of services, transactions, and applications at all municipalities shall be suspended for any natural or legal person in the event of any outstanding or due obligation in favor of the Department or any of its affiliated entities. The provision of services, transactions, and applications for that person shall resume immediately after they fulfill or settle that obligation. This includes all companies, establishments, and individuals, including but not limited to: real estate professionals, engineers, engineering consulting firms, and contractors.
Article (2)
Placing the Restriction in Electronic Systems
The restriction shall be placed in the approved electronic systems, as detailed in the following table:

Exceptions
The services, transactions, and applications mentioned in the table below are exempted from the provisions of Article (1) of this decision, in accordance with the controls specified for each:

In case there are several properties jointly owned by the heirs, services, transactions, and applications for all those properties shall be suspended, excluding properties owned by one or more of them individually. |

Registration of sale and off-plan sale contracts concluded by real estate developers in real estate development projects. |

Dispensing of food supplies |
Presentation of the food supply card. |
| 6. |
Licenses for maintenance and demolition works |
Proof of the need for maintenance or demolition by virtue of a technical engineering report. |

Contractor's requests for a specific project |
The restriction applies to the contractor only in violating projects. |
| 8. |
Issuance of a property certificate for charitable entities and special cases |
Submission of a letter from the concerned government entity or its equivalent, including the type of request. |
Article (4)
Repeals
Administrative Decision No. (127) of 2019 and Circular No. (9) of 2017 and its amendments, referred to above, are hereby repealed, as is any text or provision that contradicts the provisions of this decision.
Article (5)
Publication
This decision shall be published in the Official Gazette and shall come into force from the date of its publication.
