متطلبات السلامة للرافعات البرجية

إلى جميع المكاتب الاستشارية وشركات المقاولات والمطورين العاملين في قطاع البناء والإنشاء داخل مدينة أبوظبي.

حرصا من بلدية مدينة أبوظبي لضمان تعزيز إجراءات البيئة والصحة والسلامة بأماكن العمل في قطاع البناء والإنشاء في مدينة أبوظبي يرجى من الجميع ضرورة الالتزام بالمتطلبات الآتية:

• يجب الحصول على رخصة تركيب الرافعة البرجية من بلدية مدينة أبوظبي لجميع أنواع الرافعات البرجية وتشمل الرافعات (ذاتية التركيب) والالتزام بالمخططات المعتمدة في نظام التراخيص.
• يجب على شركات التركيب والفحص الفني للرافعات البرجية التأكد من وجود تصريح تركيب رافعة برجية صادر من بلدية مدينة أبوظبي والتركيب حسب المخططات والمواصفات المعتمدة.
• يجب تركيب الرافعات البرجية بحيث تتحرك فقط ضمن حدود المشروع (السور المؤقت) ومنع كافة عمليات الرفع أو خروج أجزاء الرافعة خارج حدود الموقع (السور المؤقت).
• يجب تركيب الرافعات البرجية في وضع لا يتعارض مع أي رافعات أخرى أو أي منشأة في جميع الظروف (التشغيلية وغير التشغيلية).
• يجب إجراء عمليات فحص وصيانة شاملة شهرية بواسطة شركة صيانة من طرف ثالث لجميع الرافعات وبناءاً على توصيات الصانع للتأكد من أنها في حالة عمل جيدة. (يجب توفير تقارير الفحص عند الطلب).
• يجب إجراء الفحص اليومي والأسبوعي من قبل شخص ذو كفاءة. (يجب توفير تقارير الفحص عند الطلب).
• يجب أن يتم فحص جميع الرافعات سنوياً من قبل شركة طرف ثالث معتمدة، كما يجب فحص أدوات الرفع كل 6 أشهر، ويجب أن يخضع مشغلو الرافعات وموجهين الرافعات التدريب من قبل طرف ثالث كل سنة والتدريب الداخلي لتجديد المعلومات كل ربع سنة.
• يجب تركيب نظام منع التصادم عند استخدام رافعتين أو أكثر في نفس القطر، وتركيب أنظمة تحديد دخول المناطق ما أمكن.
• يجب أن تفحص الرافعات القديمة بتقنية NDT للتأكد من أنها في حالة آمنة (للرافعات التي عمرها من 15 سنة وأكثر).
• يجب تركيب أضواء الطيران لجميع الرافعات البرجية حسب متطلبات هيئة مطارات أبوظبي.

Safety Requirements for Tower Cranes

To all consultancy offices, contracting companies, and developers working in the building and construction sector within Abu Dhabi city.

In the interest of Abu Dhabi City Municipality to ensure the enhancement of environment, health, and safety measures at workplaces in the building and construction sector in Abu Dhabi city, everyone is requested to adhere to the following requirements:

• A permit for the installation of a tower crane must be obtained from Abu Dhabi City Municipality for all types of tower cranes, including self-erecting cranes, and must adhere to the approved plans in the licensing system.
• Installation and technical inspection companies for tower cranes must ensure the existence of a tower crane installation permit issued by Abu Dhabi City Municipality and install according to the approved plans and specifications.
• Tower cranes must be installed to operate only within the project boundaries (temporary fence) and all lifting operations or crane parts extending beyond the site boundaries (temporary fence) must be prevented.
• Tower cranes must be installed in a position that does not interfere with any other cranes or any structure under all conditions (operational and non-operational).
• Comprehensive monthly inspection and maintenance must be carried out by a third-party maintenance company for all cranes, based on the manufacturer's recommendations, to ensure they are in good working condition. (Inspection reports must be provided upon request).
• Daily and weekly inspections must be conducted by a competent person. (Inspection reports must be provided upon request).
• All cranes must be inspected annually by an approved third-party company. Lifting gear must be inspected every 6 months. Crane operators and riggers must undergo training by a third party every year and in-house refresher training every quarter.
• An anti-collision system must be installed when two or more cranes are used within the same radius, and zone-limiting systems should be installed where possible.
• Old cranes must be inspected using NDT technology to ensure they are in a safe condition (for cranes aged 15 years and older).
• Aviation lights must be installed on all tower cranes according to the requirements of the Abu Dhabi Airports Authority.
