بشأن إطلاق النظام الإلكتروني الموحد لتراخيص البناء
في إمارة أبو ظبي
رئيس دائرة الشؤون البلدية والنقل:
بعد الاطلاع على القانون رقم (1) لسنة 1974 بإعادة تنظيم الجهاز الحكومي في إمارة أبو ظبي والقوانين المعدلة له،
- وعلى القانون رقم (6) لسنة 2016 في شأن قانون الموارد البشرية،
- وعلى القانون رقم (13) لسنة 2016 في شأن إنشاء دائرة الشؤون البلدية والنقل.
- وعلى القانون رقم (4) لسنة 1983 في شأن تنظيم أعمال البناء والقوانين المعدلة له ولائحته التنفيذية وتعديلاتها،
- وعلى قرار اللجنة التنفيذية رقم 2016/2/056/45 بتاريخ 2016/11/2 بشأن خطة برنامج تراخيص البناء المعتمدة.
- وعلى القرار الإداري رقم (217) لسنة 2016 في شأن تشكيل لجنة لتطوير المنظومة الإلكترونية الموحدة لتراخيص البناء وفرق العمل المساندة لها.
وبناءً على ما تقتضيه المصلحة العامة.
تقرر ما يلي:
المادة (1)
يكون الإطلاق الرسمي للنظام الإلكتروني الموحد لتراخيص البناء في إمارة أبو ظبي اعتباراً من يوم الأحد الموافق 16 إبريل 2017م.
المادة (2)
على جميع الإدارات المعنية في الدائرة والبلديات وعلى الجهات الخارجية ذات العلاقة في إمارة أبو ظبي الالتزام بالآتي:
- استخدام النظام الإلكتروني الموحد لتراخيص البناء لكافة المعاملات المتعلقة بإصدار تراخيص البناء وفقا لدليل إجراءات خدمات تراخيص البناء واتفاقية مستوى الخدمة وملاحقها.
- الرد على المعاملات ضمن الإطار الزمني المتفق عليه (KPI) وفقا لاتفاقية مستوى الخدمة وملاحقها بواسطة المستخدمين المصرح لهم.
المادة (3)
على المكاتب الاستشارية وشركات المقاولات والملاك الالتزام بتقديم كافة الطلبات والمعاملات الجديدة المتعلقة بتراخيص البناء عبر النافذة الإلكترونية الموحدة للنظام.
المادة (4)
يعمل بهذا القرار اعتباراً من تاريخ 16 أبريل 2017، وينشر في الجريدة الرسمية.

Regarding the Launch of the Unified Electronic System for Building Permits
in the Emirate of Abu Dhabi
The Chairman of the Department of Municipal Affairs and Transport:
Having reviewed Law No. (1) of 1974 on the Reorganization of the Governmental Body in the Emirate of Abu Dhabi and its amending laws,
- And Law No. (6) of 2016 concerning the Human Resources Law,
- And Law No. (13) of 2016 concerning the establishment of the Department of Municipal Affairs and Transport,
- And Law No. (4) of 1983 concerning the regulation of construction works, its amending laws, and its executive regulations and their amendments,
- And the Executive Committee's Decision No. 2016/2/056/45 dated 02/11/2016 regarding the approved Building Permits Program Plan,
- And Administrative Decision No. (217) of 2016 concerning the formation of a committee to develop the unified electronic system for building permits and its supporting work teams,
And based on the public interest.
Has decided the following:
Article (1)
The official launch of the Unified Electronic System for Building Permits in the Emirate of Abu Dhabi shall be effective from Sunday, April 16, 2017.
Article (2)
All concerned departments in the Department, municipalities, and related external entities in the Emirate of Abu Dhabi shall adhere to the following:
- Use the Unified Electronic System for Building Permits for all transactions related to the issuance of building permits in accordance with the Building Permit Services Procedures Manual, the Service Level Agreement, and its appendices.
- Respond to transactions within the agreed timeframe (KPI) according to the Service Level Agreement and its appendices by authorized users.
Article (3)
Consulting offices, contracting companies, and owners must submit all new applications and transactions related to building permits through the unified electronic portal of the system.
Article (4)
This decision shall be effective from April 16, 2017, and shall be published in the Official Gazette.
