Regarding the Installation of a Fire Alarm Device
(Smoke Detector)
The Chairman of the Department of Urban Planning and Municipalities:
Having reviewed Law No. (1) of 1974 regarding the reorganization of the government apparatus in the Emirate of Abu Dhabi and its amending laws,
- - And Law No. (4) of 1983 concerning the regulation of construction works, its amendments, and its executive regulations,
- - And Law No. (10) of 2006 concerning the Municipality and Municipal Council of the Western Region in the Emirate of Abu Dhabi and its amending laws,
- - And Law No. (10) of 2007 concerning the Municipality and Municipal Council of Abu Dhabi City in the Emirate of Abu Dhabi and its amending laws,
- - And Law No. (11) of 2007 concerning the Municipality and Municipal Council of Al Ain City in the Emirate of Abu Dhabi and its amending laws,
- - And Law No. (2) of 2012 concerning the preservation of the public appearance, health, and public tranquility in the Emirate of Abu Dhabi and its executive regulations,
- - And Law No. (5) of 2018 concerning the establishment of the Department of Urban Planning and Municipalities,
- - And Emiri Decree No. (13) of 2017 concerning the restructuring of the Executive Council of the Emirate of Abu Dhabi,
- - And based on the requirements for maintaining community safety,
Has decided the following:
Article (1)
Consultants for all new residential projects and additions under approval or implementation must commit to including the Smoke Detector fire alarm device in the plans for approval.
Article (2)
Owners/managements of existing residential buildings must install a fire alarm device (Smoke Detector) to protect the residents and users of these buildings from the risk of fire, in accordance with the technical specifications and conditions attached to this decision.
Article (3)
Owners/managements of existing residential buildings must perform periodic maintenance on these devices and ensure they are in working order.
Article (4)
The Municipality shall not issue new building permits, maintenance permits, addition permits, a completion certificate, or an occupancy certificate for the building, nor shall it register, document, renew, or amend a lease contract, except after the submission of proof of the installation of a fire alarm device (Smoke Detector).
Article (5)
The concerned departments in the municipalities shall conduct inspection campaigns on all buildings and properties within the municipality's administrative scope to ensure the installation of the fire alarm device (Smoke Detector).
Article (6)
The concerned departments in the Department shall, in coordination with the municipalities, the General Directorate of Civil Defense, and other relevant authorities, conduct awareness campaigns on the importance of installing a fire alarm device.
Article (7)
This decision shall be effective from the date of its issuance, shall repeal any provision that contradicts it, and shall be published in the Official Gazette.

Technical Specifications:
The specifications of Smoke Detector fire alarm devices must conform to the Abu Dhabi Quality and Conformity Council, and comply with the requirements of the General Directorate of Civil Defense, or be certified by one of the international bodies accredited by (ILAC), for example, the following bodies:

ISO ) ISO Fire Detection and Alarm Systems(
- Install alarm devices in the following locations:
- The ceiling of each bedroom (near the door).
- The area outside the hallway/corridor leading to the bedrooms.
- On every habitable and usable floor.
- Do not install alarm devices in confined spaces where smoke may accumulate, near ventilation systems that may disperse smoke, or near heat sources (e.g., the kitchen).
- Interconnect the alarm devices, either wired or wirelessly, within the residential unit for new dwellings, so that they all activate if any one of them issues an alarm.
