Administrative Decision No. (14) of 2018
Regarding the Application of the Smart Building Index
Chairman of the Department of Urban Planning and Municipalities
- Having reviewed Law No. (1) of 1974 on the reorganization of the governmental apparatus in the Emirate of Abu Dhabi and its amendments.
- And Law No. (4) of 1983 concerning the regulation of construction works and its amendments.
- And Law No. (23) of 2007 on the establishment of the Abu Dhabi Urban Planning Council and its amendments.
- And Law No. (13) of 2016 regarding the establishment of the Department of Municipal Affairs and Transport.
- And Emiri Decree No. (13) of 2017 regarding the reconstitution of the Executive Council of the Emirate of Abu Dhabi.
- And Administrative Decision No. (182) of 2017 regarding the executive regulations of Law No. (4) of 1983 concerning the regulation of construction works.
- And the letter from the Federal Demographic Council No. M1 LS/SS 030/17 dated 11/5/2017 regarding the start of the application of the Smart Building Index.
- And in accordance with the powers and competencies vested in the Chairman of the Department and as required by the interest of the work.
The following has been decided:
Article (1)
For the application of the provisions of this decision, the following words and phrases shall have the meanings assigned to each of them, unless the context indicates otherwise:
| The Department |
: Department of Urban Planning and Municipalities. |
| The Concerned Municipality |
: Abu Dhabi City Municipality, Al Ain City Municipality, Al Dhafra Region Municipality, or any other municipality to be established in the Emirate in the future. |
| Smart Building Index |
: A system that includes specific requirements in the design phase using modern systems and methods in the construction process to raise the levels of quality, safety, and speed in project completion. |
| Technical Standards for the Index |
: Standard criteria in the design of building structure systems, for example, but not limited to, columns, ceilings, wall systems, and the standardization of some construction measurements. |
| The Building |
: What is constructed and equipped, including temporary buildings and structures or any part thereof. |
| Government Projects |
: Projects owned by the Abu Dhabi government, which are funded and constructed by one of the governmental or semi-governmental entities affiliated with the Emirate of Abu Dhabi. |
| Development Projects |
: Projects that real estate development companies finance and construct to serve the community and similar public use purposes. |
| Building Official |
: The director of the department responsible for building permits in the concerned municipality or their deputy. |
Article (2)
The Smart Building Index shall be applied to projects with a floor area exceeding 2000 square meters.
Article (3)
The technical standards for the index attached to this decision shall be included within the requirements for obtaining a building permit, provided that the minimum points required to achieve the index are as follows:
- (35) points for government and development projects.
- (25) points for other projects.
Article (4)
Private housing projects (villas), sports club buildings, and security buildings are excluded from the application of the Smart Building Index. The Building Official may exempt some buildings of special use and nature from the application of the index.
Article (5)
The project consultant shall bear the responsibility for the accuracy of the information and data contained in the technical standards table for the index attached to this decision.
Article (6)
The department responsible for building permits in the concerned municipality shall follow up and supervise the application of the Smart Building Index and submit periodic reports to the Chairman of the Department.
Article (7)
This decision shall be published in the Official Gazette and shall come into effect from the date of its publication.
