بشأن السلامة العامة للمرافق والمنشآت الخاضعة للرقابة من قبل البلديات
من منطلق التزام دائرة البلديات والنقل بضمان السلامة العامة والحفاظ عليها في إمارة أبو ظبي ضمن نطاق اختصاصاتها، يتعين على جميع الجهات بما في ذلك المشغلين والمقاولين ومقدمي الخدمات بذل كل الجهود لتعزيز السلامة العامة لمرتادي المرافق العامة وفي الأماكن العامة والأماكن المستأجرة وأي أماكن أخرى ذات أهمية للعامة وفقا لقوانين ولوائح السلامة المحلية والاتحادية.
وبناء على ذلك، يتوجب على جميع الجهات المعنية والشركات ومقدمي الخدمات الالتزام بمتطلبات السلامة العامة التالية:
- - رفع الوعي بالمخاطر لكافة المستويات ضمن نطاق المرافق العامة بأنواعها.
- - تدريب العاملين وإجراء التمارين الوهمية لرفع الجاهزية وتعزيز القدرات على الاستجابة للحالات الطارئة بهدف حماية الزوار والمحافظة على المرافق.
- - توفير بيئة آمنة للزوار واتباع أفضل الممارسات الخاصة بالسلامة عبر وضع وتركيب اللوحات الإرشادية المناسبة كل حسب طبيعة المرفق التابع له.
- - الالتزام بصيانة جميع محتويات المرافق والتأكد من أنها صالحة وآمنة للاستخدام من قبل الزوار.
- - توفير القوى العاملة المتخصصة وذات الخبرة وكذلك الموارد المادية لتشغيل المرافق وصيانتها بشكل سليم.
- - توفير معدات الإسعافات الأولية والمسعفين المتخصصين وأرقام الطوارئ حسب طبيعة المنشأة ونشاطها.
- - تعزيز الوعي بالسلامة العامة وتزويد الزوار بإرشادات السلامة للحفاظ على سلامتهم.
- - ضمان وجود موارد بشرية ومالية كافية للحفاظ على السلامة العامة وتحسينها باستمرار باستخدام أفضل التقنيات المتاحة.
تلتزم البلدية المعنية بالتأكد من التزام المقاولين العاملين في المرافق المذكورة بالمتطلبات الواردة في التعميم.

Circular No. (9) of 2024
Regarding Public Safety of Facilities and Establishments Subject to Supervision by Municipalities
Based on the commitment of the Department of Municipalities and Transport to ensure and maintain public safety in the Emirate of Abu Dhabi within its jurisdiction, all entities, including operators, contractors, and service providers, must exert all efforts to enhance public safety for visitors of public facilities, public places, leased premises, and any other places of public importance, in accordance with local and federal safety laws and regulations.
Accordingly, all concerned entities, companies, and service providers must adhere to the following public safety requirements:
- - Raise risk awareness at all levels within all types of public facilities.
- - Train employees and conduct mock drills to increase readiness and enhance emergency response capabilities to protect visitors and preserve facilities.
- - Provide a safe environment for visitors and follow best safety practices by placing and installing appropriate instructional signs, according to the nature of each facility.
- - Adhere to the maintenance of all facility components and ensure they are fit and safe for use by visitors.
- - Provide specialized and experienced manpower, as well as material resources, for the proper operation and maintenance of facilities.
- - Provide first aid equipment, specialized paramedics, and emergency numbers according to the nature and activity of the establishment.
- - Promote public safety awareness and provide visitors with safety instructions to maintain their safety.
- - Ensure sufficient human and financial resources are available to maintain and continuously improve public safety using the best available technologies.
The concerned municipality is responsible for ensuring that contractors working in the mentioned facilities comply with the requirements stated in this circular.
