1. صفحة التعديلات
يهدف التحقق من احتواء كل نسخة من هذه الوثائق الفنية ( دليل ابو ظبي الإرشادي ) على سجل كامل من التعديلات، يتم تحديث صفحة التعديلات وإصدارها مع كل مجموعة من الوثائق المراجعة / الجديدة . تعتبر هذه الوثيقة قابلة للتحديث والتعديل متى لزم ذلك، ويقوم مجلس أبو ظبي للجودة والمطابقة بإجراء ما يلزم لجعلها متاحة للجميع وأن يقوم بجمع جميع الملاحظات حال ورودها والإعداد لعقد اجتماع لمجموعة عمل دليل أبو ظبي الإرشادي للرقابة الصحية على المباني والمرافق العامة، لمناقشة الملاحظات الواردة على الوثيقة لغايات التحديث والتعديل.

2. نبذة عن مجلس أبو ظبي للجودة والمطابقة
تأسس مجلس أبو ظبي للجودة والمطابقة بموجب القانون المحلي رقم (3) لعام 2009 بهدف رفع جودة الصادرات والمنتجات المتداولة محلياً.
يشكل المجلس إطاراً للجهات التنظيمية وقطاع الصناعة في أبو ظبي ، ويأخذ على عاتقه مهمة ترسيخ الدعائم المتينة لاقتصاد الإمارة، وتعزيز انفتاحها على الأسواق العالمية من خلال إنشاء وتطوير بنية قوية للجودة.
ه يتوزع عمل المجلس على ست مجالات رئيسة هي:
- توحيد وتطوير المواصفات
- بناء قدرات نظام المقاييس
- تعزيز البنية التحتية للفحص
- إطلاق برامج وشهادات مطابقة
- والاهتمام بسلامة المستهلكين
- ضمان التجارة العادلة
ه تتسع قائمة الشركاء المعنيين للمجلس لتشمل كلا من المستهلكين، وتجار التجزئة وتجار الجملة والمستوردين، وقطاع الصناعة والجهات التنظيمية، وهيئات تقييم المطابقة (CABs).
ويقوم المجلس بدعم الجهات التنظيمية والحكومية في تطبيق معايير وأنظمة الجودة، لضمان التزام المنتجات والعاملين والأنظمة بمعايير الجودة ذات الصلة، والتي تحددها إمارة أبو ظبي ، وذلك بهدف تعزيز مستوى سلامة وجودة المنتجات ورفع القدرة التنافسية لتلك المنتجات محلياً وإقليمياً وعالمياً.
كما يعمل المجلس على غرس مفهوم الجودة لدى المستهلكين وحماية مصالحهم ، مما يساهم في تحقيق رؤية الإمارة لتصبح إحدى أكثر المناطق جاذبة للاستثمار والموارد البشرية على مستوى العالم ، فضلاً عن تعزيز القدرة التنافسية لصناعاتها الوطنية في الأسواق العالمية.

4. المقدمة
في إطار السعي نحو تحقيق الرؤية الإستراتيجية الخاصة بالإمارة، وتحقيق بعض أهداف أجندة السياسة العامة لحكومة أبو ظبي، التي تتمثل بضرورة التعاون بين الهيئات الحكومية بهدف الوفاء بالتوقعات المجتمع، ومنها ضمان جودة المياه في المباني التجارية والمرافق العامة من خلال التفتيش على خزانات المياه والاشتراطات الواجب توافرها في الخزان لضمان التزويد بمياه نظيفة في المباني والمرافق العامة بحسب المعايير المعتمدة في قواعد الممارسة الخاصة بتفتيش وتنظيف خزانات مياه الشرب للمستهلكين في إمارة أبو ظبي. وضع الاشتراطات الخاصة بشبكة نقل المياه الداخلية والتأكد من نظافتها وضمان تقديم مياه صحية ونظيفة للعملاء والتأكد من سلامة برادات المياه (السبيل ) وتوافر الاشتراطات المفروضة لسلامة جميع مستخدمي البرادات التأكد من نظافة وتعقيم النوافير في الأماكن العامة، والمياه المعالجة للري . الحد من الضوضاء في المباني التجارية والأماكن العامة في إمارة أبو ظبي حسب القوانين والقرارات النافذة في إمارة ابو ظبي.
5. مجموعة العمل
تأسست مجموعة العمل المعنية في مجلس أبو ظبي للجودة والمطابقة في شهر إبريل 2021، بناء على الطلب المقدم من دائرة البلديات والنقل، وذلك بغرض إعداد دليل أبو ظبي الإرشادي للرقابة الصحية على المباني والمرافق العامة، وبمشاركة عدد من الشركاء الاستراتيجيين من القطاع الحكومي والخاص والذي تم إعداده من قبل الدائرة بهدف الحفاظ على الصحة العامة والارتقاء بالخدمات المقدمة في المباني والمرافق العامة التي يتضمنها الدليل
6. الهدف
يهدف المشروع إلى إعداد دليل متكامل خاص بالرقابة الصحية على المباني والمرافق العامة وذلك لتنظيم الرقابة على المنشآت المستهدفة في إمارة أبو ظبي من حيث جودة المياه والتحكم بالضوضاء. أهمية الوثيقة لإمارة أبو ظبي أنها تساهم في التأكد من جودة المياه لجميع مستخدميها (خزانات مياه الشرب، شبكة نقل المياه الداخلية، النوافير ، أنظمة الري المعالجة، برادات مياه السبيل ) في جميع المباني والمرافق العامة. السيطرة على اللوجينلا في المياه والصيانة الدورية للمباني والمرافق المشتركة لضمان الحصول على جودة المياه المطلوبة. المحافظة على صحة وسلامة مستخدمي مرافق الخدمات المشتركة. التحكم بالضجيج منعاً من لحدوث أي ضجيج يؤثر على سلامة وراحة السكان وحذف فصل جودة الهواء الداخلي حيث تبين بأنه من اختصاص مركز أبو ظبي للصحة العامة، حيث بدء المركز بالعمل على هذا المشروع بالتعاون مع الشركاء الاستراتيجيين بالإمارة.
7. المجال
يطبق هذا الدليل على جميع المباني والمرافق العامة في إمارة أبو ظبي.
8. المصطلحات والتعريفات
لغايات استخدام هذا الدليل تستخدم المصطلحات والتعاريف التالية مالم تدل القرينة على غير ذلك ذلك:

| 8.6 المرافق العامة | هي المباني المشيدة من أجل المصلحة العامة ، ويكون حق الانتفاع منها لجميع الناس على اختلاف شرائحهم ومستوياتهم الاجتماعيّة، ومن أجل تيسير حياة الناس وتقديم الخدمات المختلفة لهم إلى جانب الترفيه عن النّاس، مثل الحدائق العامة والمتنزهات، والمراكز التجارية والثقافية والاجتماعية المختلفة، بغض النظر عما قد يفرض عليها من قيود. |
| 8.7 مرافق الخدمات المشتركة | هي جميع المرافق العامة التي يُتاح لجميع شاغلي أو مرتادي المبنى استخدامها، على سبيل المثال لا الحصر حمامات السباحة وغرف الألعاب الرياضية وحمامات الساونا وغرف لعب الأطفال والمرافق الصحية الملحقة بتلك المرافق . |

9. الفصل الأول: جودة المياه في المباني والمرافق العامة
9.1 خزانات مياه الشرب
يجب على ملاك ومدراء المباني أو المنشآت الالتزام بما يلي:
- تطبيق قواعد الممارسة وذلك للسيطرة والتقليل من مخاطر التلوث ببكتيريا الليجيونيلا أو الملوثات البكتيرية الأخرى .
- القيام بأخذ عينات من مياه الخزانات من أجل قياس واختبار المحتوى الببكتيري وبكتيريا الليجيونيلا فيها، وذلك حسب الفترات الزمنية المبينة في قواعد الممارسة، على أن يتم الفحص وأخذ عينات مياه الخزانات من قبل مختبرات الجهة المختصة للجهات الحكومية، ومن قبل مختبرات أو مختبرات متخصصة ومعتمدة أو موافق عليها من قبل الجهة المختصة بالإمارة للجهات غير الحكومية.
- توثيق نتائج الفحص والاحتفاظ بوثائق الصيانة والمعالجة في الموقع بمدة لا تقل عن خمس سنوات، بحيث يسهل التفتيش عليها من قبل البلدية المختصة.
- على المسؤول عن المباني / صاحب العمل التأكد من أن كافة المتطلبات القانونية الخاصة بالتشغيل/المنشأة قد تم تحديدها والامتثال لها بما يتماشى مع متطلبات السلامة والصحة المهنية.
يجب أن تتحقق في خزانات مياه الشرب الاشتراطات التالية:
- أن تكون محكمة الإغلاق ولا تسمح بدخول الغبار أو الحشرات أو غيرها من الملوثات، وأن تكون سهلة التنظيف والتعقيم.
- خزانات مياه الشرب مصنوعة من مواد مطابقة للشروط والمعايير المعتمدة من الجهة المعنية.
- أن لا يسمح بفتحها أو الوصول إليها من قبل الأشخاص المصرح لهم بذلك.
يجب أن يراعى في شأن صيانة وتنظيف وتعقيم خزانات المياه ما يلي:
- إجراء أعمال الصيانة والتعقيم الدوري لخزانات مياه الشرب في المباني السكنية العامة والمباني ذات الأنشطة المشتركة من قبل المالك، وللخزانات ذات الاستخدام الفردي من قبل الشاغل.
- تطبيق تعليمات حسب قواعد الممارسة الخاصة بتفتيش وتنظيف خزانات مياه الشرب الخاصة بالمستهلكين الإصدار الأخير الصادر عن الجة المعنية بالمياه.
- تواتر (دورية ) عملية التنظيف والتفتيش وذلك وفقاً لقواعد الممارسة.
في حال تجاوز خصائص جودة المياه وحصول تلوث بشكل عام، خاصة في العينات التي تم جمعها من خزانات مياه الشرب، على مالك المبنى أو المشغل اتخاذ ما يلي:
- الإغلاق أو العزل الفوري لمصدر التلوث، وإخطار كافة السكان و / أو المستأجرين في المبنى بأن المياه غير صالحة للاستعمال، والامتناع عن استعمالها حتى اشعار آخر.
- إبلاغ الجهة المعنية، ومن ثم البدء بعملية التنظيف والتعقيم فوراً ، والتحري مع الجهة المعنية لمعرفة أسباب التلوث واتخاذ الإجراءات اللازمة لمعالجته خلال مدة لا تتجاوز ال 48 ساعة ، ووفقاً للاشتراطات الصحية المعتمدة لدى الإدارة المختصة. وإن كان بالإمكان توفير مصدر بديل كافي وصالح للاستخدام الآدمي لسكان المبنى إلى أن تتم معالجة الموقف.
يجب على جميع المشغلين الذين يقدمون خدمات تنظيف وتعقيم خزانات مياه الشرب ، الالتزام بما يلي :
- الحصول على ترخيص لمزاولة المهنة من الجهة المعنية في إمارة أبو ظبي.
- الحصول على رخصة التشغيل من البلدية المعنية حسب الإجراءات المعتمدة.
- الحصول على شهادة مطابقة من الجهة المختصة بالإمارة بالنسبة للعاملين في مجال تنظيف خزانات المياه والمشرفين عليهم .
- تطبيق التعليمات حسب قواعد الممارسة الخاصة بتفتيش وتنظيف خزانات مياه الشرب الخاصة بالمستهلكين الإصدار الأخير الصادر عن الجهة المعنية المختصة بالمياه.
تقوم البلدية المعنية برفع توصية بإيقاف أو الغاء التراخيص التجارية، وشهادات المطابقة الصادرة عن الجهات المعنية في حال الإخلال بالشروط والمعايير الفنية.
تملك البلدية المعنية كامل الصلاحية في إيقاف أو إلغاء ترخيص المشغلين في حال عدم كفاءة خدمات تنظيف وتعقيم الخزانات التي قاموا بها، أو في حال وجود تلوث ناتج عن سوء تنفيذ عمليات النظافة والتطهير والتعقيم المطلوبة.
9.2 شبكة نقل مياه الشرب داخل المباني
يجب أن يتوفر في شبكة المياه الداخلية ما يلي:
- أن تكون شبكة نقل المياه الداخلية للمباني مصنعة من مواد معتمدة ومطابقة للشروط القياسية، ووفقاً لما تحدده الجهات المعنية.
- إجراء أعمال التنظيف الدورية لشبكة نقل المياه مرة كل سنة أوكلما دعت الحاجة إلى ذلك، عن طريق سحب المياه من الخزان العلوي الذي يحتوي على المياه المعقمة، وذلك بفتح جميع صنابير المياه في نهاية شبكة المياه الداخلية.
- إجراء أعمال التنظيف الدورية لشبكة نقل المياه مرة كل سنة أو كلما دعت الحاجة عن طريق إضافة المعقمات والمواد الكيميائية المسموح باستخدامها والمصرحة من الجهات المختصّة، ويتم التنظيف بالتركيز اللازم حسب حجم الخزان وسحب المياه المعقمة، وذلك بفتح جميع صنابير المياه في نهاية شبكة المياه الداخلية.
- فحص عينة مياه واحدة من أبعد نقطة في شبكة نقل المياه مرة واحدة سنوياً أوكلما دعت الحاجة إلى ذلك، لدى مختبر معتمد، مع الاحتفاظ بنتيجة التحليل وتقديمها الى البلدية المعنية عند الطلب.
يجب ألا تتجاوز مستويات التلوث في أي عينة مياه عن الحدود التالية:

في حال وجود أي تلوث في شبكة نقل المياه الداخلية للمبنى بمستوى يتجاوز الحدود المعتمدة، على مالك المبنى أن يقوم بقطع المياه بشكل فوري عن المبنى وعزل مصدر التلوث مباشرة، وإبلاغ البلدية المعنية واتخاذ كافة الإجراءات التصحيحية الفورية لإزالة أسباب التلوث، وفي حال تعذر الوصول إلى مالك المبنى ، تقوم البلدية المعنية باتخاذ كافة الإجراءات التي تراها في شأن إزالة أسباب التلوث وعلى حساب المالك.
9.3 برادات مياه الشرب
لا يسمح بتركيب أي براد مياه شرب إلا بعد الحصول على موافقة البلدية المعنية، حيث يتم ذلك من خلال تقديم الطلب إلى البلدية المعنية، على أن يتم تحديد مكان وضع البراد والشركة التي ستقوم بعمليات الصيانة والنظافة والتطهير الدوري له، وذلك بعد الحصول على الموافقة من البلدية المعنية. على أن تكون جودة مياه البراد وفقا لمعايير تعليمات جودة المياه الإصدار الأخير الصادر عن الجهة المعنية بالمياه.
يجب التقيد بالإرشادات الواجب اتباعها لضمان سلامة استخدام برادات مياه الشرب ( اشتراطات تركيب وتشغيل براد مياه الشرب ) وهي كما يلي:
- تثبيت براد المياه على قاعدة من الخرسانة بسمك (10) من سطح الأرض للمحافظة عليه من السقوط.
- وضع براد المياه داخل غرفة مخصصة ويتم تمديد صنابير الماء البارد إلى خارج الغرفة أو المنزل.
- أن تكون جميع التوصيلات الكهربائية جيدة ومثبته وموضوعة داخل مواسير عازلة، حسب اشتراطات الجهات المعنية للمحافظة على سلامة المستخدمين.
- تزويد براد المياه بفلاتر معتمدة من قبل مجلس أبو ظبي للجودة والمطابقة، مع ضرورة تنظيفها واستبدالها كلما دعت الحاجة لذلك ووفقا لإرشادات الجهة المصنعة.
- مراعاة صلاحية صنابير المياه لوقف عملية هدر المياه.
- وضع ملصق وفق الما تقرره البلدية المعنية يحتوي على بيانات المشغل ورقم الشكاوى.
- عند توصيل البرادات يراعى اتباع تعليمات التركيبات الكهربائية الصادر عن الجهة المعنية الإصدار الأخير ، لضمان تركيب أنظمة تمديد آمنة للكهرباء. يتم تغذية البراد عن طريق حمايته من التسرب بمعدل القطع لا يزيد عن 30 ملي أمبير مستقل.
- وضع ملصق يبين آخر صيانة وموعد الصيانة القادم.
- يفضل أن تكون صنابير المياه المركبة على شكل نوافير صغيرة لضمان عدم ملامسة الفم عند الشرب ، ويتم استخدام الأكواب التي تستعمل لمرة واحدة والصديقة للبيئة لضمان سلامة وصحة المستخدمين.
يجب على المالك الالتزام بما يلي:
- إجراء أعمال الصيانة والتنظيف والتطهير لبراد المياه من قبل مشغل مرخص مرة كل ستة أشهر على الأقل.
- فحص عينة مياه واحدة على الأقل كل سنة لدى مختبر معتمد أو موافق عليه من قبل الجهة المختصة في إمارة أبو ظبي.
أن لا تتجاوز مستويات التلوث الميكروبيولوجي في أي عينة مياه الحدود المعتمدة في الجدول أدناه:

- الاحتفاظ بوثائق التنظيف والتطهير ونتائج فحص عينات المياه في ملف يمكن لمفتش البلدية الاطلاع عليه.
- في حال وجود تلوث في أية عينة مياه، على المالك تفريغ براد المياه فورا وإيقافه عن العمل واتخاذ كافة الإجراءات اللازمة لإزالة التلوث وإبلاغ الجهة المرخصة بذلك.
- أن لا يتم إعادة تشغيل براد المياه الذي ظهر فيه التلوث إلا بعد تحليل عينة مياه للتأكد من زوال أسباب التلوث وموافقة الجهة المرخصة بإعادة التشغيل.
تكون متطلبات الحصول على موافقة تركيب براد المياه وفقا لما يلي:
- التعاقد مع شركة متخصصة بتركيب وصيانة براد المياه.
- تقديم فاتورة الماء والكهرباء صادرة من الجهة المعنية.
- مراعاة قواعد للأرصفة ومناطق الخدمات.
9.4 النوافير
يجب أن يُراعى عند تشغيل النوافير في المرافق العامة وفقا لما يلي:
- إجراء أعمال الصيانة والتعقيم الدوري لمياه النوافير والأنابيب المستخدمة في توزيع المياه باستخدام الطرق والمواد المعتمدة في هذا الشأن، وفي حال تلوث المياه الموجودة في النوافير العائدة لمبنى سكني عام أو مبنى ذو أنشطة مشتركة أو المرافق العامة والمراكز التجارية، فعلى المالك اتخاد الإجراءات الفورية اللازمة لمنع استخدام المياه الملوّثة ، ومعالجة أسباب التلوث فورا وإبلاغ البلدية المعنية.
- ضبط مداخل المياه water inlets لضمان تدوير المياه وتسهيل توزيع مواد التعقيم بكامل مساحة النافورة.
- صيانة نظام التدوير بشكل مستمر لضمان التخلص من الشوائب والمخلفات.
- صيانة مصفاة تصفية الشوائب بشكل دوري وتنظيفها مرة واحدة أسبوعيا على الأقل ، واستبدالها كل 6 شهور أوكلما دعت الحاجة إلى ذلك
- يكون منسوب سطح المياه في النافورة على مستوى مصفاة الشوائب بما يسمح بتجديد سطح المياه والتخلص من الشوائب بفاعلية.
- تنظيف جدران وقاع النافورة يوميا لإزالة الشوائب العالقة.
- تركيب أجهزة الترشيح لإزالة المواد غير القابلة للذوبان من مياه إعادة التدوير، وتنظيفها من الشوائب العالقة بشكل مستمر لمنع مقاومة جريان المياه وإبطاء عملية التدوير.
يتم أخذ عينات من النافورة كل 6 أشهر لفحص المستوى البكتيري والجرثومي كما هو بالجدول أدناه:

- * عند الكشف عن طفيلي الأميبا في حالات التفشي والانتشار ( Outbreak) ، يكون تحديد نوع الطفيلي مهماً، كفحص طفيلي الأنتميبا هيستوليتيكا ( Entamoeba histolytical) كونه الطفيلي الممرض، وكذلك طفيلي (Naegleria ) في مياه المشابح والألعاب المائية.
- يكون ماء النافورة نقيا خاليا من الشوائب واللون والروائح المزعجة " بما يتيح الرؤية بالعين المجردة.
- عند توصيل التيار الكهربائي للنوافير، يراعى أتباع تعليمات التركيبات الكهربائية الإصدار الأخير 2014 الصادر عن الجهة المعنية بالكهرباء لضمان تركيب أنظمة أمنة أو ما يحل محله. توفير حاجز أمان حول النافورة.
- الرقابة على تواجد بكتيريا الليجونيلا حســب متطلبات الإطار العام لنظام إمارة أبو ظبي للسلامة والصحة المهنية – دليل الممارسة الفني (12.0) الوقاية والحد من مرض الليجونير.
9.5 الألعاب المائية
الرقابة على تواجد بكتيريا الليجونيلا حسب متطلبات الإطار العام لنظام إمارة أبو ظبي للسلامة والصحة المهنية – دليل الممارسة الفني (12.0) الوقاية والحد من مرض الليجونير.
تقوم المنشآت المعنية في تشغيل الألعاب المائية، سواء كانت منفصلة أو تقع داخل منشآت مثل ( فنادق، حدائق العامة، مراكز تجارية،.... الخ ) بإصدار رخصة تسجيل منشأة لتشغيل الألعاب المائية لدى البلدية المعنية وتجدد سنوياً، لتكون ضمن المنشآت المعتمدة لتشغيل الألعاب المائية وفق الشروط والمعايير التالية:
- رخصة تجارية سارية المفعول.
- كشف عمال صادر عن الجهة المعنية بالعاملين موضحا فيه جميع العمال وتخصصاتهم.
- ملف تعريفي عن المنشأة التجارية.
- الشهادات المعتمدة للمنشأة التجارية الخاصة بالأمن والسلامة وشهادات الأيزو.
بعد أن يتم اعتماد المنشأة التجارية من ضمن المنشآt المشغلة لللألعاب المائية، يتم إصدار رخصة تشغيل ألعاب مائية لكل موقع على حدة، ويتم تجديد رخصة تشغيل ألعاب مائية بشكل سنوي وفقاً للشروط التالية :
- منشأة تجارية مسجلة ومعتمدة لدى البلدية المعنية.
- صورة من رخصة البناء المعتمدة لموقع الألعاب المائية.
- مخطط موقع الألعاب المائية موضحا فيه:
- مخطط تفصيلي للألعاب المائية وتوزيعها والمساحات المحيطة بها.
- مخطط توضيحي لجميع المرافق المحيطة بالألعاب المائية ( دورات مياه ، غرف تبديل ملابس ، حفظ الأمانات ، المطاعم ، والكافتيريات ).
- مخطط تمديدات وأنابيب المياه ونظام تدوير المياه ،ومداخل ومخارج صرف المياه وأنظمة التطهير والتعقيم المستخدمة.
- مخططات التمديدات الكهربائية والإضاءة.
- شهادات مطابقة سارية المفعول من الجهة المعنية في تشغيل الألعاب المائية.
- شهادات الصحة المهنية سارية المفعول لجميع العاملين في تشغيل الألعاب المائية الصادرة عن جهة الاختصاص في إمارة أبوظبي.
يجب على مشغل الألعاب المائية التقيد بالشروط والمعايير التالية:
- وضع لوحة بإرشادات السلامة وسياسة استخدام الموقع على جميع المداخل، توضح فيها جميع الشروط ومعايير إدارة وتشغيل الألعاب المائية باللغتين العربية والإنجليزية.
- أن يكون جميع الأطفال دون سن العاشرة بمرافقة شخص بالغ عند دخول منطقة الألعاب المائية، وأن يرافق كل طفلين كحد أقصى شخص بالغ .
- يمنع إدخال أي عبوات زجاجية إلى مكان الألعاب المائية، ويتم تقديم العصائر المختلفة والمشروبات الغازية المعبئة داخل عبوات بلاستيكية أو ورقية فقط.
- لا يسمح بدخول الحيوانات الأليفة أو أي نوع من أنواع الحيوانات.
- ضرورة تسجيل جميع مرتادي الألعاب المائية ( البالغين ومرافقيهم من الأطفال) باستخدام بطاقات الهوية الإماراتية.
- يمنع دخول أي فرد إلى موقع الألعاب المائية أي علامات واضحة عليهم، توحي بإصابتهم بأي مرض مثل (احمرار العيون، سيلان في الأنف ، وجود ضمادة على الوجه أو الأيدي ، تلون الجلد أو وجود بثور واضحة على الجلد.... الخ)
- توفير لوحات إرشادية باللغتين العربية والإنجليزية لجميع المرافق الموجودة في منطقة الألعاب المائية، مع ضرورة وضع اللوحات التحذيرية في مناطق الألعاب المائية بما يضمن أن تكون واضحة للعيان.
توفير منقذين مرخصين من جهة الاختصاص طوال فترة استقبال الجمهور وفق الجدول التالي :

تسجيل وتوثيق جميع السجلات التالية:
1. السجلات اليومية
- سجل قياس درجة حرارة المياه، ولا تتعدى درجة الحرارة 43 درجة.
- سجل التوازن ( التحليل ) الكيميائي للمياه ( الكلور الحر + البرومين +الحموضة ).
- سجلات عدد المستخدمين يوميا.
- سجل الحوادث والإصابات.
- سجلات كميات المواد الكيميائية التي استهلكت في عمليات التعقيم.
- سجلات أوقات تشغيل المضخات والمرشحات، وأوقات غسل المضخات والمرشحات ودرجة تركيز الكلور الحر المتبقي.

5. السجلات السنوية:
- سجل عمال الأغذية بحال وجود كافتيريا أو مطعم.
- سجل شهادات صحية سارية المفعول لعمال الأغذية.
- أن يتيح نظام تدوير المياه ومعالجتها كل 3 ساعات.
- أن يتم تزود مرافق الاستحمام بالماء عند درجة حرارة 32% على الأقل ، ولا تزيد عن 43 درجة بمعدل لا يقل عن 1.5 جالون في الدقيقة لكل رأس دش. وتبقى الصمامات في حالة جيدة وستائر الحمام في حالة نظيفة.
- أن يكون الماء في أحواض المياه المياه نقياً خالياً من الشوائب، بما يتيح الرؤية بالعين المجردة لعنصر اختبار 10سم ذو لونين أبيض وأسود، وذلك في حال وضعه في أي مكان في الجزء السفلي من حوض المياه التي توجد فيها الألعاب المائية من كل جوانب الحوض وفي جميع الأوقات.
- عدم توفير أي مناشف أو فوط أو مملابس لمرتادي الألعاب المائية من قبل المشغل.
- على المشغل عدم السماح لأي مرتاد ألعاب مائية الدخول لمنطقة الألعاب قبل التعرض للمياه الجارية من خلال الدوش المخصص لهذا الأمر.
- التأكد من أن جميع مرتادي الألعاب المائية لا يرتدون الحلي أو الساعات أو القلادات بشتى أنواعها واشكالها.
- على المشغل التوقف عن تقديم الخدمة مباشرة عند غروب الشمس وعدم استخدام الألعاب المائية بعد غروب الشمس، ويمكن استمرار تقديم خدمات المطاعم والخدمات الأخرى.
- يقوم المشغل بتزويد ذوي الأطفال الذين يرتدون (فوط صحية ) بفوط بلاستيكية خاصة مقاومة للمياه قبل دخولهم منطقة الألعاب المائية.
- في حال وجود أي منحدرات بلاستيكية في منطقة الألعاب المائية المستخدمة للتزحلق على المشغل وضع لوحات إرشادية توضح طول الأفراد المسموح لهم باستخدام هذه المنحدرات وطريقة الاستخدام.
- في حال تلوث مياه الألعاب المائية بشكل مفاجئ ( إقياء ، خروج فضلات الأطفال ، دم نتيجة إصابة، ... إلخ) فعلى المشغل القيام بإغلاق فوري لمنطقة المياه، واستبدال جميع المياه الملوثة مباشرة مع ضمان توفير مياه نظيفة ومعقمة مباشرة بعد تنظيف كامل المنطقة.
9.6 أنظمة الري باستخدام المياه المعالجة
في حال استخدام المياه المعاد تدويرها في شبكات الري، يلتزم الناقل والموزع ( من مثل شركات التوزيع ) بالتاكد من أن المياه التي تم توريدها من المنتج (من مثل شركة أبو ظبي لخدمات الصرف الصحي ) مطابقة للمواصفات الكيميائية والجرثومية، وذلك بحسب معايير المياه المعالجة والحمأة الإصدار الأخير ، والصادرة عن الجهة المعنية بالمياه، مع ضرورة الرقابة التامة لذلك من قبل مالك المبنى
9.7 أنظمة تبريد الهواء باستخدام المياه بالتبادل الحراري وتسخين المياه المركزية في المباني:
يجب أن يتم مراعاة الشروط والمعايير التالية، في حال تم استخدام أنظمة تبريد أو تسخين المياه المركزية في المباني:
- الرقابة على تواجد بكتيريا الليجونيالا حسب متطلبات الإطار العام لنظام إمارة أبوظبي للسلامة والصحة المهنية – دليل الممارسة الفني (12.0) الوقاية والحد من مرض الليجونير.
- أن تكون جميع مصادر المياه التي تزود أنظمة تبريد وتسخين المياه داخل المبنى من مزود الخدمة المحلي أو من مصدر أمن معتمد ومؤكد بأنه مناسب للاستخدام المطلوب.
- في حال وجود نظام لتسخين المياه ) غلايات ) يتم فصل كامل النظام بفاصل مناسب او تخصيص موقع كامل لهذا النظام في المبنى ، من خلال تخصيص مكان منفصل مجهز لوجود الغلايات، مع ضرورة صبغ أنابيب نقل المياه الساخنة باللون الأحمر.
- إجراء اعمال الصيانة الدورية لجميع أنظمة تبريد وتسخين المياه المركزية، مع ضرورة الاحتفاظ بتعليمات الصيانة والتشغيل لهذه الأنظمة في سجلات تقدم الى الموظف البلدية المعنية عند الطلب.
- التعاقد مع شركة معتمدة من قبل البلدية المعنية ومتخصصه في تنظيف أنظمة تبريد وتسخين المياه المركزية سنويا.
- تنظيف أنظمة المياه مرة واحدة كل ستة أشهر، ويتم أخذ عينات مياه للتحليل الميكروبيولوجي شهريا.
- اتخاذ الإجراءات الواردة أدناه في حال أشارت نتيجة التحليل المخبري إلى وجود تلوث بكتيريا الليجونيلا في أي عينة مياه بأنظمة التبريد بحيث تكون طبيعة الإجراء بحسب مستوى التلوث:

9.8 السيطرة والرقابة على الليجيونيلا:
يجب أن يتم السيطرة على البكتيريا عن طريق اتخاذ كافة إجراءات معالجة المياه والتنظيف والتعقيم المستمر للمعدات التي تستخدم المياه الدافئة أو تخزنها أو توزعها. ويتضمن ذلك عدل سبيل المثال ال الحصر، أحواض السباحة، وأحواض المياه الساخنة، ومسابح المياه المعدنية الساخنة (السبا) وأبراج التبريد، وخزانات المياه الساخنة، وأنظمة تكييف الهواء الضخمة ومرافق معالجة المياه، وأنظمة صناعة الأدوات المعدنية التي تستخدم المياه، ومعدات تصنيع الأجزاء البلاستيكية التي تستخدم نظم القولبة بالحقن، وأنظمة المياه الخاصة بحالات الطوارئ ) بما في ذلك صنابير الاغتسال لضمان سلامة العاملين ونقاط غسل العيون وأنظمة مرشات المياه الخاصة بمكافحة الحرائق)، والنوافير /مساقط المياه الاصطناعية، والمسطحات المائية ( لأغراض الزينة ) وغيرها من المعدات والأدوات التي تستخدم و/ أو مقداراً كبيراً من المياه وقيام مالك المبنى أو المرافق العامة باتخاذ كافة الترتيبات اللازمة في هذا الشأن، والصيانة الدورية لجميع أنظمة المياه المختلفة، وإتباع كافة برامج معالجة المياه، وفي هذا الشأن يجب مراعاة ما يلي:
- على المسؤولين عن المباني إجراء تقييم سنوي للمخاطر الصحية لتحديد ما إذا كان المبنى يحتوي عدل معدات أو مرافق تستخدم أو تخزن مياه ملوثة . أو يحتمل تلوثها بالبكتيريا المسببة لمرض الليجونير وذلك وفقا لمتطلبات نظام إمارة أبو ظبي للسلامة والصحة المهنية.
- إذا أسفرت عملية تقييم المخاطر الصحية عن رصد أية مواقع يحتمل تلوثها بالبكتيريا المسببة لمرض الليجونير، فإن على مالك المبنى / المنشأة القيام بتنفيذ برنامج لمعالجة المياه والصيانة للحد من خطورة نموتلك البكتيريا . وهناك أمثلة للبرامج المقبولة لمعالجة المياه والصيانة في دليل رقم 12-2000 الصادر عن الجمعية الأمريكية لمهندسي التدفئة والتبريد وتكييف الهواء(ASHRAE ) بشأن الحد من مخاطر مرض الليجونيره المتعلقة بأنظمة المياه في المباني.
- في حال وجود إصابة محتملة أو مؤكدة لأي من العاملين أو السكان أو أي شخص آخر بمرض الليجونير أو حمى بونتياك، يتعين على المسؤول عن المبنى أخذ عينات من أي موقع يحتمل التعرض به للبكتيريا واتخاذ ما يلزم لإجراء تحليل للبكتيريا المسببة لمرض الليجونير بواسطة مختبر معتمد من مجلس أبو ظبي للجودة والمطابقة من أجل اختبار وجود بكتيريا الليجونيلا من عدمه.
يجب أن تكون دورية أخذ عينات المياه وتحليلها لبكتيريا الليجونيلا يكون على الشكل التالي:
- برك السباحة العامة كل شهرين.
- المنتجات الطبيعية والنوادي الصحية شهريا.
- أنظمة المياه الساخنة والباردة: شهريا.
يجب التقييد بالإجراءات التصحيحية الفورية التالية للتطهير والتنظيف في حالة ظهور أي تلوث بالجيونيلا:
- إيقاف عمل المراوح فورا.
- أخذ عينات للفحص المختبري قبل أي إجراء آخر.
- إيقاف تشغيل مضخة دورة المياه وإيقاف تشغيل النظام.
- إخلاء المنطقة من جميع الموظفين قبل أي إجراء.
- القيام بعملية التطهير بإضافة هيبوكلوريت الصوديوم إلى ماء النظام للحصول على تركيز قدره 50مجم / لترمن الكلور الحر بحد أعلى، وأضافة biosispersant مناسبة لمنع تشكيل بيوفيلم.
- تغطية مداخل ومخارج الهواء والمنافذ بألواح ببلاستيكية أو مواد مماثلة أثناء التطهير ، لمنع إطلاق الهواء.
- أن يكون الرقم الهيدروجيني أقل من 8.0.
- تدوير الماء في النظام مع إيقاف تشغيل المراوح لمدة 6 ساعات على الأقل.
- الحفاظ على مستوى الكلور الحر بحد أدنى 20 ملغ لتر في جميع الأوقات.
- أن يتم إزالة الكلور وتبديل المياه وتشغيل النظام وذلك بعد ست ساعات.
- إجراء التنظيف اليدوي للبرج والحوض ونظام التوزيع مع التنظيف.
- مراعاة ارتداء العاملين لكافة أدوات السلامة
- تعبئة النظام بالمياه العذبة وإضافة هيبوكلوريت الصوديوم، ومن ثم تشغيل المياه والمحافظة على تركيز الكلور بمعدل 20 مجم / لتر من الكلور الحرلمدة ست ساعات كحد أعلى.
- إعادة تفريغ المياه وازالة الكلور من النظام.
- عادة ملء المياه وإعادة تدوير المياه مرة أخرى ومن ثم أخذ عينات للاختبار .
- إعادة تشغيل النظام عندما لا تكشف نتائج الختبار عن وجود ليجيونيلا.
9.9 تطبق الاشتراطات التالية على جميع أنظمة المياه.
- الحد من انتشار الكائنات المجهرية عن طرق النظافة والتقييم الدوري للمياه وفقاً لتواتر التنظيف المحدد لكل نوع من أنواع المياه المختلفة.
- التقليل من الرواسب (طين ،وحل ، حما) في المياه على مختلف أنواعها وأشكالها.
- الصيانة الدورية والمستمرة لأنظمة المياه المختلفة.
- تخزين المياه الساخنة على درجة حرارة 60 درجة مئوية، ولا تقل عن 50 درجة مئوية عند استخدامها ومرورها في شبكات النقل المياه وخصوصا في الفنادق والمنشآت الفندقية.
- تخزين المياه الباردة على درجة مئوية تساوي أو تقل عن 20 درجة مئوية
- في حال استخدام طريقة التأين في معالجة أنظمة المياه المياه الساخنة أو الباردة، فيجب المحافظة على نسبة النحاس قدرها 400 ميكروغرام / لتر، وللفضة 40 ميكروغرام / لتر.
- عند استخدام طريق المعالجة بالكلور فيجب المحافظة عدل نسبة كلور حر في المبادلات الحرارية لا تقل عن 0.5 ملجم / لتر، وفي أنابيب شبكة التوزيع 0.2- 0.5 ملجم / لتر.
- استخدام نظام التعقيم بالأشعة فوق البنفسجية وبالأوزون التي تعتبر فعالة في جميع أنظمة المياه المختلفة.
- في جميع أنظمة تخزين المياه التي تتجاوز حجمها عن (1000) لتر ، والتي تنتج الرذاذ الوالماء المضبب مثل ( نوافير، شلالات مياه، مبردات الهواء التبخيرية، بخاخات مياه ، مرطبات الجو ... الخ ) يجب المحافظة على نسبة وجود بكتيريا الليجونيال تساوي أو تقل عن CFU1/لتر ويعتبر تجاوز التعداد الكلي للبكتيريا عن CFU1 / لتر، ويعتبر تجاوز التعداد الكلي للبكتيريا عن CFU500/لتر موشراً على عدم كفاءة الصيانة والتنظيف والتعقيم لنظام المياه.
- يجب أن يتم تحليل عدد من عينات المياه لا يقل عن ( 3 إلى 6 ) عينات مياه من مواقع مختلفة من أنظمة المياه الساخنة والباردة.
- يجب أن يتم أخذ عينات من المياه من رأس مرش المياه ومن الجانب الخلفي أيضا لمرش المياه.
10. الفصل الثاني: المرافق الخدمية المشتركة في المباني والمرافق العامة
للمحافظة على صحة وسلامة مستخدمى مرافق الخدمات المشتركة على مالك المبنى التقيد بالاشتراطات التالية:
- الإلتزام بمتطلبات البناء المعتمدة من قبل البلدية المعنية في إنشاء تلك المرافق.
- توفير المياه حيث يلزم ذلك وبشكل مستمر.
- المحافظة على صحة ونظافة جميع المرافق بصورة دائمة، مع إجراء عمليات الصيانة اللازمة لها
- وضع أوعية ذات غطاء لجمع النفايات في الأماكن التي تستوجب ذلك.
- توفير الإضاءة الكافية داخل المبنى والمرافق التابعة له، بحسب الجدول الوارد أدناه في الفصل الخامس - التحكم بشدة الإضاءة.
- توفير المنظفات ووســـــــــائل التجفيف مثل الورق أو الأجهزة الكهربائية التي تعمل بالهواء، مع عدم استعمال مناشــــــــــف القماش المشتركة.
- يلتزم المشغل باتخاذ كافة الإجراءات والتدابير الوقائية لجميع المرافق العامة والمشتركة للمباني.
- التأكد من سلامة كافة التوصيلات والدوائر الكهربائية وإصلاح واستبدال الأجزاء المتضررة منها بأخرى سليمة، وفقاً للاشتراطات والمتطلبات المعتمدة في تطبيق التفتيش الدوري حسب متطلبات الجهة المختصة.
- التقيد بالإشراطات والمتطلبات المعتمدة لدى الإدارة المختصة بخصوص التخزين السليم في المبنى.
- الحفاظ على النظافة العامة في المبنى وإزالة المخلفات الناتجة بشكل دوري والامتناع عن التخزين أي نوع من المخلفات في أي غرف غير مخصصه للنفايات.
- عدم استخدام غرف الخدمات كغرف تخزين وتوفير الحواجز والمساند الآمنة للسلالم.
- على شـــــاغل أي مبنى عام أو مؤسسة خاصة المحافظة على نظافة المرافق والأماكن العامة والمشتركة بالمبنى بما في ذلك المصاعد والسلالم، وكذلك في المحيط الخارجي الذي يتبع المبنى أو المؤسسة.
يجب مراعاة ما يلى بخصوص دورات المياه العامة المشتركة:
توفير عدد كاف من دورات المياه يتناسب مع عدد المرتادين وفقا لكود أبو ظبي الدولي للبناء الصفحة رقم 266 البند رقم (1109.1) بشأن دورة المياه ومرفق الاستحمام ، وأن تتم المحافظة على نظافتها وإجراء عمليات الصيانة اللازمة لها بانتظام.
مراعاة الشروط المذكورة أدناه عند وجود دورات مياه مشتركة في المبنى أو المرفق:
- أن تكون الأبواب والجدران والفواصل غير شفافة.
- أن تكون الأرضيات والجدران من السيراميك أو الرخام أو أي مواد غير ماصة للمياه للمياه وخالية من التلف وغير زلقة وأن تكون سهلة التنظيف.
- توفير مغاسل أيدي مناسبة مرتفعة عن الأرضية - مزودة بخلاط مقابض من مواد غير قابلة للصدأ موصولة بمصدر مياه باردة وساخنة.
- فصل مدخل حمام الرجال عن مدخل حمام النساء.
- وضع علامات خارج الباب توضح حمام الرجال أو حمام النساء أو حمام ذوي الاحتياجات الخاصة.
- يكون الباب صلب سهل الفتح وبه مقبض وقفل ذاتي من مواد سهلة التنظيف والتطهير.
- صيانة دورة المياه بشكل دوري من حيث صيانة ( الأرضيات_المراحيض – المغاسل – التهوية – الأبواب ) .
- أن تزود دورات المياه بمياه جارية من مزود الخدمة المحلي المعتمد.
- نظافة دورة المياه والتركيبات ومقابض الأبواب والمرايا وتطهيرها بشكل مستمر.
- نظافة الأرضيات بشكل مستمر بالماء والصابون والمطهرات.
- أن يكون عامل / عاملة النظافة / متواجد / متواجدة في دورة المياه بشكل دائم.
- توفير التهوية المناسبة لشفط الروائح الكريهة.
- صيانة الإضاءة بشكل مستمر.
- توفير حاويات ذات غطاء محكم ومغلفة بكيس بلاستيك سميك وتفريغها باستمرار.
- توفير أدوات النظافة ( محارم ورقية + صابون سائل )
- توفير سائل معقم لليدين خارج دورة المياه.
- الحفاظ على نظافة أبواب دورات المياه من الأوساخ، الكتابة والرسم، الملصقات.
- توفير مخزن خاص لحفظ المواد والأدوات الخاصة بالتنظيف والتعقيم وعدم تخزين أدوات النظافة داخل دورة المياه.
- يمنع منعا باتا الأكل والشرب والتدخين داخل دورة المياه.
- التعاقد مع شركة معتمدة من قبل الجهات المختصة لمكافحة الحشرات بحيث لا تقل عدد الزيارات عن زيارة واحدة كل شهر.
تضمين شبكة للصرف الصحى داخل دورات المياه بالمواصفات التالية:
- تنفيذ فتحات للتصريف وفتحات للتسليك يتم وضعها في أماكن مناسبة في الأرضيات داخل دورات المياه.
- تتكون من أنابيب وقطع مصنوعة من مواد بالستيكية (UPVC).
- تتكون من أنابيب وقطع مقاومة للتأكل الكيميائي.
- تتكون من أنابيب وقطع مقاومة لدرجات الحرارة.
- تسمح جدران الأنابيب بتدفق الماء بسلاسة .
- مراعاة وضع الأغطية ( المصفاة).
- الأغطية (المصفاة) يجب أن تكون مصنوعة من مواد مقاومة للصدأ.
يجب مراعاة ما يلي فيما يتعلق بمرافق جمع النفايات:
- تلتزم جميع المباني والمنشآت المختلفة بتوفير غرف لتجميع النفايات لجميع الأنشطة المختلفة، ععلى أن تتوفر فيها شروط ومواصفات البناء المعتمدة، وأن يتم نقل النفايات منها يومياً إلى مواقع تجميع النفايات.
- المحافظة على النظافة المستمرة لغرف النفايات في كل طابق، وغرف تجميع النفايات بالطابق الأرضي تجنباً لانبعاث الروائح وانتشار الحشرات والقوارض بها، والتأكد من نظافة مواقع التجميع التابعة له بصورة يومية، بحيث تبقى خالية من الروائح الكريهة والبقع الناتجة عن السوائل المتسربة من النفايات، وألا تكون مصدراً لتكاثر الحشرات والجرذان.
- أن يتم وضع لوحة معدنية على كل حاوية من حاوية النفايات الخاصة بكل مبنى، ويتم كتابة رقم المبنى أو اسمه مع رقم هاتف حارس المبنى، ويمنع الكتابة على الحاوية بطريقة رش الأصباغ عليها أو الكتابة عليها بشكل عشوائي . تكون جميع حاويات النفايات مغطاة بإحكام، ولا يسمح بتسرب أو تساقط النفايات منها أثناء عملية النقل.
- عمل الصيانة الدورية ألأبواب غرف رمي النفايات بشكل دوري ومستمر في كل طابق، والتأكد من أن باب المجرى الخاص برمي المخلفات يغلق بشكل آلي.
- مراعاة عدم ترك فراغات أو فتحات في غرفة رمي النفايات في كل طابق وأن تكون الأرضية والجدران لغرفة النفايات في كل طابق ، وغرف التجميع الطابق الأرضي للبناية والتي تحتوي على الحاويات ، مغطاه بمادة صلبة سهلة التنظيف . توفير نظام طرد الهواء العادم من مرافق جمع ونقل النفايات داخل المبنى بحيث يكون منفصل عن نظام التهوية الداخلية للمبنى.
ضرورة الالتزام بتعليمات الجهة المعنية في إمارة أبو ظبي في ما يتعلق بالدليل الإرشادي الخاص لخدمات البنية التحتية.

2. About Abu Dhabi Quality and Conformity Council
The Abu Dhabi Quality and Conformity Council was established by Local Law No. (3) of 2009 with the aim of raising the quality of exports and products traded locally.
The Council forms a framework for regulatory bodies and the industry sector in Abu Dhabi, undertaking the mission of establishing a solid foundation for the Emirate's economy and enhancing its openness to global markets by creating and developing a strong quality infrastructure.
The Council's work is divided into six main areas:
- Standardizing and developing specifications
- Building the capacity of the metrology system
- Strengthening the testing infrastructure
- Launching conformity programs and certificates
- Ensuring consumer safety
- Ensuring fair trade
The Council's list of stakeholders includes consumers, retailers, wholesalers, importers, the industry sector, regulatory bodies, and Conformity Assessment Bodies (CABs).
The Council supports regulatory and government entities in implementing quality standards and systems to ensure that products, personnel, and systems comply with the relevant quality standards set by the Emirate of Abu Dhabi. This aims to enhance the safety and quality of products and increase their competitiveness locally, regionally, and globally.
The Council also works to instill the concept of quality among consumers and protect their interests, which contributes to achieving the Emirate's vision of becoming one of the most attractive regions for investment and human resources worldwide, as well as enhancing the competitiveness of its national industries in global markets.

4. Introduction
In the pursuit of achieving the strategic vision of the Emirate and fulfilling some of the objectives of the Abu Dhabi government's public policy agenda, which emphasize the necessity of cooperation between government bodies to meet community expectations, including ensuring water quality in commercial buildings and public facilities through the inspection of water tanks and the requirements that must be met in the tank to ensure the supply of clean water in buildings and public facilities according to the standards adopted in the Code of Practice for the inspection and cleaning of consumer drinking water tanks in the Emirate of Abu Dhabi. Setting the requirements for the internal water transport network, ensuring its cleanliness, guaranteeing the provision of healthy and clean water to customers, ensuring the safety of water coolers (Sabeel) and the availability of the required conditions for the safety of all users of the coolers, ensuring the cleanliness and disinfection of fountains in public places, and treated water for irrigation. Reducing noise in commercial buildings and public places in the Emirate of Abu Dhabi according to the laws and decisions in force in the Emirate of Abu Dhabi.
5. Working Group
The relevant working group was established at the Abu Dhabi Quality and Conformity Council in April 2021, based on the request submitted by the Department of Municipalities and Transport, for the purpose of preparing the Abu Dhabi Guideline for Health Control of Building and Public Facilities, with the participation of a number of strategic partners from the public and private sectors. The guideline was prepared by the Department with the aim of preserving public health and improving the services provided in the buildings and public facilities included in the guideline.
6. Objective
The project aims to prepare an integrated guideline for health control of buildings and public facilities to regulate the monitoring of targeted establishments in the Emirate of Abu Dhabi in terms of water quality and noise control. The importance of the document for the Emirate of Abu Dhabi is that it contributes to ensuring the quality of water for all its users (drinking water tanks, internal water transport network, fountains, treated irrigation systems, Sabeel water coolers) in all buildings and public facilities. Controlling Legionella in water and periodic maintenance of buildings and common facilities to ensure the required water quality. Maintaining the health and safety of users of shared service facilities. Controlling noise to prevent any noise that affects the safety and comfort of residents, and removing the indoor air quality chapter as it was found to be under the jurisdiction of the Abu Dhabi Public Health Center, which has started working on this project in cooperation with strategic partners in the Emirate.
7. Scope
This guideline applies to all buildings and public facilities in the Emirate of Abu Dhabi.
8. Terms and Definitions
For the purposes of using this guideline, the following terms and definitions are used, unless the context indicates otherwise:

9. Chapter One: Water Quality in Buildings and Public Facilities
9.1 Drinking Water Tanks
Building owners and managers or establishments must adhere to the following:
- Apply the Code of Practice to control and reduce the risks of contamination by Legionella bacteria or other bacterial contaminants.
- Take samples from tank water to measure and test the bacterial content and Legionella bacteria in it, according to the time periods specified in the Code of Practice. The examination and sampling of tank water must be carried out by the laboratories of the competent authority for government entities, and by laboratories or specialized and accredited laboratories or approved by the competent authority in the Emirate for non-government entities.
- Document the test results and keep maintenance and treatment documents on-site for a period of not less than five years, so that they are easily accessible for inspection by the competent municipality.
- The person responsible for the building / employer must ensure that all legal requirements related to the operation/establishment have been identified and complied with in line with occupational safety and health requirements.
Drinking water tanks must meet the following requirements:
- They must be tightly sealed and not allow the entry of dust, insects, or other contaminants, and be easy to clean and disinfect.
- Drinking water tanks must be made of materials that comply with the conditions and standards approved by the concerned authority.
- They must not be opened or accessed except by authorized persons.
The following must be observed regarding the maintenance, cleaning, and disinfection of water tanks:
- Periodic maintenance and disinfection of drinking water tanks in public residential buildings and buildings with shared activities shall be carried out by the owner, and for single-use tanks by the occupant.
- Apply the instructions according to the Code of Practice for the inspection and cleaning of consumer drinking water tanks, the latest version issued by the authority concerned with water.
- The frequency of cleaning and inspection shall be in accordance with the Code of Practice.
In the event that water quality characteristics are exceeded and contamination occurs in general, especially in samples collected from drinking water tanks, the building owner or operator must take the following actions:
- Immediately shut down or isolate the source of contamination, and notify all residents and/or tenants in the building that the water is unfit for use, and refrain from using it until further notice.
- Inform the concerned authority, then immediately begin the cleaning and disinfection process, and investigate with the concerned authority to determine the causes of contamination and take the necessary measures to address it within a period not exceeding 48 hours, and in accordance with the health requirements approved by the competent department. If possible, provide a sufficient and suitable alternative source of drinking water for the building's residents until the situation is resolved.
All operators providing drinking water tank cleaning and disinfection services must adhere to the following:
- Obtain a license to practice the profession from the concerned authority in the Emirate of Abu Dhabi.
- Obtain an operating license from the concerned municipality according to the approved procedures.
- Obtain a certificate of conformity from the competent authority in the Emirate for workers in the field of cleaning water tanks and their supervisors.
- Apply the instructions according to the Code of Practice for the inspection and cleaning of consumer drinking water tanks, the latest version issued by the competent authority concerned with water.
The concerned municipality shall recommend the suspension or cancellation of commercial licenses and conformity certificates issued by the concerned authorities in case of violation of technical conditions and standards.
The concerned municipality has full authority to suspend or cancel the operator's license in case of inefficiency of the tank cleaning and disinfection services they performed, or in case of contamination resulting from poor implementation of the required cleaning, disinfection, and sterilization operations.
9.2 Drinking Water Transportation Network inside Buildings
The internal water network must meet the following requirements:
- The internal water transport network for buildings must be made of approved materials that comply with standard conditions, and in accordance with what is specified by the concerned authorities.
- Periodic cleaning of the water transport network should be carried out once a year or whenever necessary, by draining water from the upper tank containing disinfected water, by opening all water taps at the end of the internal water network.
- Periodic cleaning of the water transport network should be carried out once a year or whenever necessary by adding disinfectants and chemical substances approved for use and authorized by the competent authorities. Cleaning is done at the necessary concentration according to the tank size and by draining the disinfected water by opening all water taps at the end of the internal water network.
- Examine one water sample from the furthest point in the water transport network once a year or whenever necessary, at an accredited laboratory, while retaining the analysis result and presenting it to the concerned municipality upon request.
Contamination levels in any water sample must not exceed the following limits:

In the event of any contamination in the building's internal water transport network at a level exceeding the approved limits, the building owner must immediately cut off the water to the building and isolate the source of contamination, inform the concerned municipality, and take all immediate corrective measures to eliminate the causes of contamination. If the building owner cannot be reached, the concerned municipality will take all measures it deems necessary to eliminate the causes of contamination at the owner's expense.
9.3 Drinking Water Coolers
No drinking water cooler may be installed without obtaining the approval of the concerned municipality. This is done by submitting an application to the concerned municipality, specifying the location of the cooler and the company that will carry out its periodic maintenance, cleaning, and disinfection, after obtaining approval from the concerned municipality. The quality of the cooler's water must be in accordance with the standards of the latest version of the Water Quality Instructions issued by the authority concerned with water.
The following guidelines must be followed to ensure the safe use of drinking water coolers (requirements for installing and operating a drinking water cooler):
- Install the water cooler on a concrete base (10 cm) thick from the ground surface to protect it from falling.
- Place the water cooler inside a dedicated room and extend the cold water taps outside the room or house.
- All electrical connections must be good, fixed, and placed inside insulating pipes, according to the requirements of the concerned authorities to maintain the safety of users.
- Equip the water cooler with filters approved by the Abu Dhabi Quality and Conformity Council, with the need to clean and replace them whenever necessary and according to the manufacturer's instructions.
- Ensure the functionality of water taps to stop water wastage.
- Place a sticker as determined by the concerned municipality containing the operator's details and a complaints number.
- When connecting the coolers, follow the latest version of the Electrical Installation Regulations issued by the concerned authority to ensure the installation of safe electrical wiring systems. The cooler must be powered through a leakage protection device with a tripping rate not exceeding 30 mA.
- Place a sticker showing the last maintenance date and the next maintenance date.
- It is preferable that the installed water taps are in the form of small fountains to ensure no mouth contact when drinking, and single-use, environmentally friendly cups should be used to ensure the safety and health of users.
The owner must commit to the following:
- Perform maintenance, cleaning, and disinfection of the water cooler by a licensed operator at least once every six months.
- Test at least one water sample every year at an accredited laboratory or one approved by the competent authority in the Emirate of Abu Dhabi.
The microbiological contamination levels in any water sample must not exceed the approved limits in the table below:

- Keep documents of cleaning, disinfection, and water sample test results in a file that can be reviewed by the municipality inspector.
- In case of contamination in any water sample, the owner must immediately empty the water cooler, stop its operation, take all necessary measures to remove the contamination, and inform the licensing authority.
- The water cooler in which contamination appeared shall not be restarted until a water sample is analyzed to confirm the elimination of the causes of contamination and the licensing authority approves its restart.
The requirements for obtaining approval to install a water cooler are as follows:
- Contract with a company specialized in installing and maintaining water coolers.
- Provide a water and electricity bill issued by the concerned authority.
- Adhere to the rules for sidewalks and service areas.
9.4 Fountains
The following must be observed when operating fountains in public facilities:
- Perform periodic maintenance and disinfection of fountain water and the pipes used for water distribution using approved methods and materials. In case of contamination of the water in fountains belonging to a public residential building, a building with shared activities, public facilities, or commercial centers, the owner must take immediate necessary measures to prevent the use of contaminated water, address the causes of contamination immediately, and inform the concerned municipality.
- Adjust the water inlets to ensure water circulation and facilitate the distribution of disinfectants throughout the entire fountain area.
- Continuously maintain the circulation system to ensure the removal of impurities and waste.
- Periodically maintain the debris strainer, cleaning it at least once a week, and replacing it every 6 months or whenever necessary.
- The water surface level in the fountain should be at the level of the debris strainer to allow for surface water renewal and effective removal of impurities.
- Clean the walls and bottom of the fountain daily to remove attached impurities.
- Install filtration devices to remove insoluble materials from the recycling water, and continuously clean them of attached impurities to prevent resistance to water flow and slowing down the circulation process.
Samples are taken from the fountain every 6 months to test the bacterial and microbial level as shown in the table below:

- * When detecting the Amoeba parasite in outbreak cases (Outbreak), identifying the parasite type is important, such as testing for Entamoeba histolytica as it is the pathogenic parasite, as well as Naegleria in swimming pool and water park water.
- The fountain water must be clear, free of impurities, color, and unpleasant odors, allowing for visibility with the naked eye.
- When connecting electricity to the fountains, follow the latest Electrical Installation Regulations of 2014 issued by the concerned electricity authority to ensure the installation of safe systems or their equivalent. Provide a safety barrier around the fountain.
- Monitor the presence of Legionella bacteria according to the requirements of the Abu Dhabi Occupational Safety and Health System Framework - Technical Practice Guideline (12.0) Prevention and Control of Legionnaires' Disease.
9.5 Water Games
Monitor the presence of Legionella bacteria according to the requirements of the Abu Dhabi Occupational Safety and Health System Framework - Technical Practice Guideline (12.0) Prevention and Control of Legionnaires' Disease.
Establishments involved in operating water games, whether separate or located within facilities such as (hotels, public parks, shopping centers, etc.), must issue a facility registration license to operate water games with the concerned municipality, renewed annually, to be among the approved establishments for operating water games according to the following conditions and standards:
- A valid commercial license.
- A list of workers issued by the authority concerned with employees, showing all workers and their specializations.
- A profile of the commercial establishment.
- Approved certificates for the commercial establishment related to security and safety, and ISO certificates.
After the commercial establishment is approved as one of the operators of water games, a water games operating license is issued for each location separately, and the water games operating license is renewed annually according to the following conditions:
- A registered and approved commercial establishment with the concerned municipality.
- A copy of the approved building permit for the water games site.
- A site plan for the water games showing:
- A detailed plan of the water games, their distribution, and surrounding areas.
- A diagram of all facilities surrounding the water games (toilets, changing rooms, lockers, restaurants, and cafeterias).
- A plan of water pipes and the water circulation system, water drainage inlets and outlets, and the disinfection and sterilization systems used.
- Electrical and lighting wiring diagrams.
- Valid conformity certificates from the concerned authority for operating water games.
- Valid occupational health certificates for all workers operating water games, issued by the competent authority in the Emirate of Abu Dhabi.
The water games operator must adhere to the following conditions and standards:
- Place a board with safety instructions and site use policy at all entrances, clarifying all conditions and standards for managing and operating water games in both Arabic and English.
- All children under the age of ten must be accompanied by an adult when entering the water games area, and each adult may accompany a maximum of two children.
- Bringing any glass containers into the water games area is prohibited. Juices and soft drinks must be served in plastic or paper containers only.
- Pets or any kind of animals are not allowed.
- All visitors to the water games (adults and their accompanying children) must be registered using their Emirates ID cards.
- Any individual with visible signs of illness, such as (red eyes, runny nose, bandage on the face or hands, discolored skin or visible blisters on the skin, etc.) is prohibited from entering the water games site.
- Provide directional signs in both Arabic and English for all facilities in the water games area, with warning signs placed in the water games areas to ensure they are clearly visible.
Provide licensed lifeguards from the competent authority throughout the public reception period according to the following table:

- Log of quantities of chemicals consumed in disinfection operations.
- Log of pump and filter operating times, pump and filter washing times, and the concentration of free residual chlorine.

5. Annual Records:
- Food handlers record if there is a cafeteria or restaurant.
- Record of valid health certificates for food handlers.
- The water circulation and treatment system should allow for a complete turnover every 3 hours.
- Shower facilities must be supplied with water at a temperature of at least 32°C and not exceeding 43°C, at a rate of no less than 1.5 gallons per minute per shower head. Valves must be kept in good condition and shower curtains clean.
- The water in the water basins must be pure and free of impurities, allowing for naked-eye visibility of a 10 cm test object with two colors, white and black, when placed anywhere at the bottom of the water basin where the water games are located, from all sides of the basin and at all times.
- No towels, cloths, or clothing shall be provided to water park patrons by the operator.
- The operator must not allow any water park patron to enter the games area before being exposed to running water through the designated shower for this purpose.
- Ensure that all water park patrons do not wear jewelry, watches, or necklaces of any kind.
- The operator must stop providing service immediately at sunset and not use the water games after sunset. Restaurant services and other services may continue.
- The operator shall provide parents of children wearing (diapers) with special water-resistant plastic diapers before they enter the water games area.
- In the case of any plastic slides in the water games area used for sliding, the operator must place instructional signs indicating the height of individuals allowed to use these slides and the method of use.
- In case of sudden contamination of the water games water (vomiting, children's waste, blood due to injury, etc.), the operator must immediately close the water area, and replace all contaminated water immediately, ensuring the provision of clean and disinfected water immediately after cleaning the entire area.
9.6 Irrigation Systems Using Treated Water
In case recycled water is used in irrigation networks, the transporter and distributor (such as distribution companies) must ensure that the water supplied by the producer (such as Abu Dhabi Sewerage Services Company) conforms to the chemical and microbial specifications, according to the latest version of the Treated Water and Sludge Standards, issued by the authority concerned with water, with the need for full supervision by the building owner.
9.7 Air Cooling Systems Using Water with Heat Exchange and Central Water Heating in Buildings:
The following conditions and standards must be observed if central water cooling or heating systems are used in buildings:
- Monitor the presence of Legionella bacteria according to the requirements of the Abu Dhabi Occupational Safety and Health System Framework - Technical Practice Guideline (12.0) Prevention and Control of Legionnaires' Disease.
- All water sources supplying cooling and heating systems inside the building must be from the local service provider or from a safe, certified source confirmed to be suitable for the intended use.
- In case of a water heating system (boilers), the entire system must be separated by a suitable partition or a dedicated location for this system in the building, by allocating a separate, equipped place for the boilers, with the need to paint the hot water pipes red.
- Perform periodic maintenance for all central water cooling and heating systems, with the necessity of keeping the maintenance and operation instructions for these systems in records to be presented to the concerned municipality employee upon request.
- Contract with a company approved by the concerned municipality and specialized in cleaning central water cooling and heating systems annually.
- Clean the water systems once every six months, and take water samples for microbiological analysis monthly.
- Take the measures listed below if the laboratory analysis result indicates the presence of Legionella bacteria contamination in any water sample in the cooling systems, with the nature of the procedure depending on the level of contamination:

9.8 Legionella Control and Monitoring:
The bacteria must be controlled by taking all water treatment, cleaning, and continuous disinfection measures for equipment that uses, stores, or distributes warm water. This includes, but is not limited to, swimming pools, hot tubs, spa pools, cooling towers, hot water tanks, large air conditioning systems, water treatment facilities, metalworking systems using water, plastic parts manufacturing equipment using injection molding systems, emergency water systems (including safety showers for worker safety, eyewash stations, and fire sprinkler systems), fountains/artificial waterfalls, decorative water features, and other equipment and tools that use and/or a large amount of water. The building or public facility owner must take all necessary arrangements in this regard, including periodic maintenance of all different water systems, and follow all water treatment programs. In this regard, the following must be observed:
- Building officials must conduct an annual health risk assessment to determine if the building contains equipment or facilities that use or store contaminated water, or are likely to be contaminated with the bacteria that cause Legionnaires' disease, in accordance with the requirements of the Abu Dhabi Occupational Safety and Health System.
- If the health risk assessment identifies any sites likely to be contaminated with the bacteria causing Legionnaires' disease, the building/facility owner must implement a water treatment and maintenance program to reduce the risk of that bacteria's growth. Examples of acceptable water treatment and maintenance programs are in Guideline 12-2000 issued by the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) on reducing the risk of Legionnaires' disease related to building water systems.
- In case of a potential or confirmed case of Legionnaires' disease or Pontiac fever in any worker, resident, or any other person, the person responsible for the building must take samples from any site where there is a potential for exposure to the bacteria and take the necessary steps to have the bacteria causing Legionnaires' disease analyzed by a laboratory accredited by the Abu Dhabi Quality and Conformity Council to test for the presence of Legionella bacteria.
The frequency of taking water samples and analyzing them for Legionella bacteria should be as follows:
- Public swimming pools every two months.
- Natural spas and health clubs monthly.
- Hot and cold water systems: monthly.
The following immediate corrective measures for disinfection and cleaning must be followed in case of any Legionella contamination:
- Stop the fans immediately.
- Take samples for laboratory testing before any other action.
- Turn off the water circulation pump and shut down the system.
- Evacuate the area of all employees before any action.
- Perform disinfection by adding sodium hypochlorite to the system water to obtain a concentration of 50 mg/liter of free chlorine at maximum, and add a suitable biodispersant to prevent biofilm formation.
- Cover air inlets and outlets and vents with plastic sheets or similar materials during disinfection to prevent air release.
- The pH should be less than 8.0.
- Circulate the water in the system with the fans off for at least 6 hours.
- Maintain a free chlorine level of at least 20 mg/liter at all times.
- After six hours, the chlorine should be removed, the water changed, and the system operated.
- Perform manual cleaning of the tower, basin, and distribution system with cleaning.
- Ensure that workers wear all safety equipment.
- Fill the system with fresh water and add sodium hypochlorite, then run the water and maintain a chlorine concentration of 20 mg/liter of free chlorine for a maximum of six hours.
- Drain the water again and remove the chlorine from the system.
- Refill the water and recirculate the water again, then take samples for testing.
- Restart the system when test results show no Legionella.
9.9 The following requirements apply to all water systems.
- Limit the spread of microorganisms through hygiene and periodic water assessment according to the cleaning frequency specified for each type of water.
- Reduce sediments (mud, silt, sludge) in water of all types and forms.
- Periodic and continuous maintenance of different water systems.
- Store hot water at a temperature of 60°C, and not less than 50°C when used and passing through the water transport networks, especially in hotels and hotel establishments.
- Store cold water at a temperature equal to or less than 20°C.
- If the ionization method is used in treating hot or cold water systems, a copper ratio of 400 micrograms/liter and a silver ratio of 40 micrograms/liter must be maintained.
- When using the chlorination treatment method, a free chlorine level in heat exchangers of not less than 0.5 mg/liter, and in the distribution network pipes of 0.2 - 0.5 mg/liter must be maintained.
- Use of UV and ozone disinfection systems, which are effective in all different water systems.
- In all water storage systems exceeding a volume of (1000) liters, which produce aerosols and mist such as (fountains, waterfalls, evaporative air coolers, water sprays, humidifiers, etc.), the presence of Legionella bacteria must be maintained at a level equal to or less than 1 CFU/liter. Exceeding the total bacterial count of 1 CFU/liter, and exceeding the total bacterial count of 500 CFU/liter is an indicator of inefficient maintenance, cleaning, and disinfection of the water system.
- A number of water samples, not less than (3 to 6) water samples, must be analyzed from different locations of the hot and cold water systems.
- Water samples must be taken from the shower head and also from the back side of the shower head.
10. Chapter Two: Shared Service Facilities in Buildings and Public Facilities
To maintain the health and safety of users of shared service facilities, the building owner must adhere to the following requirements:
- Comply with the building requirements approved by the concerned municipality in the construction of these facilities.
- Provide water where necessary and continuously.
- Maintain the health and cleanliness of all facilities permanently, with necessary maintenance operations.
- Place lidded waste containers in places that require them.
- Provide adequate lighting inside the building and its affiliated facilities, according to the table provided below in Chapter Five - Lighting Intensity Control.
- Provide detergents and drying means such as paper or electric air dryers, while not using shared cloth towels.
- The operator is committed to taking all preventive measures and precautions for all public and shared facilities of the buildings.
- Ensure the safety of all electrical connections and circuits and repair and replace damaged parts with sound ones, in accordance with the approved requirements in the application of periodic inspection according to the requirements of the competent authority.
- Comply with the approved requirements and conditions of the competent department regarding proper storage in the building.
- Maintain general cleanliness in the building and remove resulting waste periodically and refrain from storing any type of waste in any rooms not designated for waste.
- Do not use service rooms as storage rooms and provide safe barriers and supports for stairs.
- The occupant of any public building or private institution must maintain the cleanliness of the facilities and public and shared areas in the building, including elevators and stairs, as well as in the external surroundings that belong to the building or institution.
The following must be observed regarding shared public restrooms:
Provide a sufficient number of restrooms proportionate to the number of visitors in accordance with the Abu Dhabi International Building Code, Page No. 266, Clause No. (1109.1) regarding restrooms and shower facilities, and ensure their cleanliness and regular maintenance.
Observe the conditions mentioned below when there are shared restrooms in the building or facility:
- The doors, walls, and partitions must be opaque.
- The floors and walls must be made of ceramic, marble, or any non-absorbent, non-slip material, free from damage, and easy to clean.
- Provide suitable hand wash basins raised from the floor - equipped with mixer taps with non-rusting handles connected to a source of cold and hot water.
- Separate the entrance for men's restroom from the entrance for women's restroom.
- Place signs outside the door indicating men's restroom, women's restroom, or accessible restroom.
- The door should be solid, easy to open, with a handle and a self-locking mechanism made of materials that are easy to clean and disinfect.
- Periodically maintain the restroom in terms of maintenance of (floors - toilets - sinks - ventilation - doors).
- Restrooms must be supplied with running water from the approved local service provider.
- Continuously clean and disinfect the restroom, fixtures, door handles, and mirrors.
- Continuously clean the floors with soap, water, and disinfectants.
- A male/female cleaner should be present in the restroom at all times.
- Provide adequate ventilation to extract unpleasant odors.
- Maintain lighting continuously.
- Provide containers with tight-fitting lids lined with a thick plastic bag and empty them continuously.
- Provide cleaning supplies (paper towels + liquid soap).
- Provide hand sanitizer liquid outside the restroom.
- Keep restroom doors clean from dirt, writing, drawing, and stickers.
- Provide a special storage room for cleaning materials and tools and do not store cleaning tools inside the restroom.
- Eating, drinking, and smoking are strictly prohibited inside the restroom.
- Contract with a company approved by the competent authorities for pest control, with no fewer than one visit per month.
Include a sewage network inside the restrooms with the following specifications:
- Implement drainage openings and clean-out openings placed in suitable locations on the floors inside the restrooms.
- Consist of pipes and fittings made of plastic materials (UPVC).
- Consist of pipes and fittings resistant to chemical corrosion.
- Consist of pipes and fittings resistant to temperature.
- The pipe walls allow for smooth water flow.
- Consider placing covers (strainers).
- The covers (strainers) must be made of rust-resistant materials.
The following must be observed regarding waste collection facilities:
- All buildings and various establishments are obliged to provide rooms for waste collection for all different activities, provided that they meet the approved building conditions and specifications, and that the waste is transported from them daily to waste collection sites.
- Maintain continuous cleanliness of the waste rooms on each floor, and the waste collection rooms on the ground floor to avoid the emission of odors and the spread of insects and rodents, and ensure the daily cleanliness of its collection sites, so that they remain free of unpleasant odors and stains resulting from liquids leaked from waste, and not be a source for the breeding of insects and rats.
- A metal plate shall be placed on each waste container for each building, with the building number or name and the building guard's phone number written on it. Writing on the container by spraying paint on it or writing on it randomly is prohibited. All waste containers must be tightly covered, and waste is not allowed to leak or fall from them during the transportation process.
- Perform periodic and continuous maintenance of the waste chute doors on each floor, and ensure that the chute door for waste disposal closes automatically.
- Ensure there are no gaps or openings in the waste disposal room on each floor and that the floor and walls of the waste room on each floor, and the collection rooms on the ground floor of the building which contain the containers, are covered with a solid, easy-to-clean material. Provide an exhaust air system for the waste collection and transport facilities inside the building that is separate from the building's internal ventilation system.
It is necessary to comply with the instructions of the concerned authority in the Emirate of Abu Dhabi regarding the guideline for infrastructure services.
