Cabinet of Ministers Resolution No. (67) of 2022
Concerning Violations of the Provisions of Federal Law No. (9) of 2011 on Land Transport and its Executive Regulations and the Administrative Penalties thereof
The Cabinet of Ministers:
- Having reviewed the Constitution,
- And Federal Law No. (1) of 1972 concerning the competencies of Ministries and the powers of Ministers, and its amendments,
- And Federal Law No. (9) of 2011 on Land Transport, and its amendments,
- And Federal Law No. (14) of 2016 concerning Violations and Administrative Penalties in the Federal Government,
- And based on the proposal of the Minister of Energy and Infrastructure, and the approval of the Cabinet of Ministers,
Has decided:
Article (1)
Definitions
The definitions contained in the aforementioned Federal Law No. (9) of 2011 shall apply to this Resolution, and otherwise, the following words and phrases shall have the meanings assigned to each of them, unless the context requires otherwise:

Article (2)
Scope of Application
This Resolution shall apply to anyone who violates the provisions of Federal Law No. (9) of 2011 on Land Transport and its Executive Regulations.
Article (3)
Violations and Administrative Penalties
Without prejudice to any more severe penalty stipulated in any other law or resolution, the Minister or their delegate may impose administrative penalties on violators of the provisions of Federal Law No. (9) of 2011 on Land Transport and its Executive Regulations, in accordance with the violations and penalties listed in the table attached to this Resolution.
Article (4)
Grievance
Any person with legal capacity and interest may file a grievance with the Minister or their delegate against any fine imposed on them under this Resolution, within (15) fifteen days from the date of notification of the decision being grieved. The grievance must be reasoned and accompanied by all supporting documents. The grievance shall be decided upon within (30) thirty days from the date of its submission, in accordance with the procedures in force at the Ministry.
Article (5)
Collection of Administrative Fines
Administrative fines shall be collected through the means determined by the Ministry of Finance.
Article (6)
Executive Decisions
The Minister shall issue the necessary decisions to implement this Resolution.
Article (7)
Repeals
Any provision that violates or contradicts the provisions of this Resolution is hereby repealed.
Article (8)
Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall come into force (90) ninety days after the date of its publication.
