كلمة الرئيس

إن جميع التشريعات والخدمات والمشاريع التي تخطط لها وتنفذها الدائرة تهدف بالدرجة الأولى إلى الارتقاء بجودة الخدمات المقدمة لأفراد المجتمع ودعم التنمية المحلية وتعزيز نمط الحياة الراقي في إمارة أبوظبي.

إن الرؤية الثاقبة للقيادة الحكيمة في إرساء مسيرة تنموية شاملة ومستدامة، وتحقيق التقدم والنجاح والتميز في شتى المجالات، جعلت من أبوظبي مدينة عصرية تنبض بالحيوية والنشاط في كل حي من أحيائها عبر مجتمعها المعطاء ومشروعاتها التنموية وخدماتها المميزة، حيث يستعرض التقرير السنوي تلك الخدمات التي تسهم في تعزيز أواصر التقارب بين دائرة البلديات والنقل والمتعاملين والمجتمع.

كما أود التأكيد على أهمية الدور الذي يؤديه الشركاء الاستراتيجيون بالتعاون مع دائرة البلديات والنقل في خدمة المتعاملين وتقديم خدمات متكاملة تعزز رضاهم وتحقق السعادة لهم، منوها في الوقت نفسه بالشراكة الاستراتيجية التي تربط الدائرة بالقطاع الخاص والجهود التي يبذلها مجتمع الأعمال المحلي في سبيل الارتقاء بجودة الخدمات المقدمة للسكان ودعم مسيرة النمو والازدهار التي يشهدها اقتصاد الإمارة بما يحقق الأهداف الاستراتيجية المشتركة على الصعد كافة، الخدمية والاستثمارية والاقتصادية والاجتماعية والبيئية، ويضمن قيمة مضافة للجميع ويدعم الجهود المبذولة لجعل إمارة أبوظبي واحدة من أفضل الأماكن في العالم للعيش والعمل والزيارة.

كلمة المدير العام

تستمد بلدية مدينة أبوظبي استراتيجيتها العامة من القيم التي تجلت ضمن رؤية حكومة أبوظبي، وعلى أساسها وضعت البلدية خططها الهادفة إلى تحقيق أعلى مستويات الرقي في الخدمات والمرافق وتأهيل البنى التحتية وتوفير سبل الحياة العصرية، وإرساء معايير الاستدامة في مشاريعها، وتمكين وتطوير مشروع التحول الرقمي للخدمات، والذي أثمر نجاحات مميزة منذ انطلاقته.

لقد حققت بلدية مدينة أبوظبي خلال الفترة السابقة قفزة هائلة وواضحة في مجال تحسين الأداء، والارتقاء بالخدمات، لا سيما الطفرة الكبيرة في مجال تحويل الخدمات التقليدية إلى خدمات إلكترونية الأمر الذي ساهم في صعود مستوى رضا المتعاملين عن أداء البلدية وخدماتها، وساهم في الوقت ذاته في دفع عجلة التنمية في أبوظبي على كافة الأصعدة، حيث شكلت البلدية رديفاً مهماً وداعماً أساسياً للرؤية التطويرية، وخصوصاً على صعيد توفير أرقى مستويات جودة الحياة لجميع السكان.

كما نجحت في تلبية احتياجات المجتمع من خلال إنشاء البنى التحتية التي تتواءم مع النمو العمراني المتصاعد وتنفيذ العديد من المشاريع الإنشائية والتطبيقات المستدامة من خلال العديد من المبادرات التي تعكس منهجية الاستدامة مثل توفير شبكة إنارة حديثة ضمن مشروع (نور أبوظبي) باستخدام المصابيح الموفرة للطاقة، وكذلك ترشيد استهلاك الموارد، من خلال إدخال تطبيقات حديثة لإعادة استخدام المواد مثل إعادة تدوير الإسفلت، واستخدام النباتات المحلية في الزراعات التجميلية، ومبادرات ترشيد الطاقة في مبانيها وأصولها المختلفة.

كما واصلت البلدية تنفيذ المشاريع التي من شأنها توفير مصادر الترفيه والترويح عن السكان وذلك من خلال افتتاحها العديد من الحدائق وملاعب الأطفال في كثير من المدن، وتطوير الشواطئ، والاهتمام باحتياجات أصحاب الهمم وتوفير مناطق ترفيهية تلبي تطلعاتهم.

وتعبر البلدية باستمرار عن أهمية تعزيز المشاركة المجتمعية من أجل الحفاظ على المظهر الحضاري للمدن، وتفعيل البرامج والورش التوعوية التي من شأنها توثيق التعاون والتشارك مع كافة شرائح المجتمع للتخلص من جميع أشكال المشوهات العامة وإرساء بيئة حضارية نظيفة، والسعي نحو تثبيت أركان مجتمع صحي وبيئة مثالية لجميع السكان.

إن مطالعة الإنجازات المهمة التي حققتها البلدية خلال العام 2019 يشكل دافعاً إيجابياً لمواصلة وتيرة التطوير والتحسين حتى الوصول إلى الهدف والأولوية الاستراتيجية والتي تؤهل البلدية لتكون في الصفوف المتقدمة وهي تستحق ذلك بالاستناد إلى تاريخها العريق وثقلها الاقتصادي والتنموي كمؤسسة رائدة في خدمة المجتمع والتنمية الشاملة في أبوظبي، ومن هذا المنطلق، وتطبيقاً لمبدأ (كلنا مسؤولون) فإننا معنيون بجميع مراتبنا ومهامنا بتعزيز مكانة البلدية والارتقاء بسمتها وسمعتها المتميزتين.

لقد تطور أداء البلدية ودائرة مهامها وصلاحياتها وفقاً لعدة قوانين أصدرها صاحب السمو الشيخ خليفة بن زايد آل نهيان رئيس الدولة.

أولوياتنا

سعت بلدية مدينة أبوظبي إلى تحقيق الرؤى المستقبلية المستمدة من خطة أبوظبي 2030، و التي تم مواءمتها مع الخارطة الاستراتيجية الصادرة عن دائرة البلديات والنقل و تجسيدها من خلال 7 أولويات بحيث تضيء طريق المؤسسة خلال رحلة تحقيق النمو والتطوير العمراني و تقديم مستوى لائق من الخدمات، و تم ترجمتها إلى أهداف و خطط و مبادرات لضمان تحقيق تلك الأولويات.

جودة حياة تلمس رضا المجتمع

تصنف مدينة أبوظبي كإحدى أكثر المدن الرئيسية تطوراً في العالم من حيث التخطيط الحضري وبناؤها العمراني، وخلال مسيرة بناء وتطوير المدينة تشرفت بلدية مدينة أبوظبي بتجسيد الرؤى والطموحات على أرض الواقع، عبر أفضل تخطيط عمراني وحضري تدعمه قاعدة من البنى التحتية العملاقة المتطورة في أرجاء المدينة وضواحيها الجديدة، ونفذت العديد من المشاريع العمرانية الضخمة التي جاءت موازية للخطط التطويرية المستقبلية، ووفقا لمنهجية وخطة تهدف إلى تطوير آليات عملها والارتقاء بمستوى أدائها، اعتماداً على استراتيجية تطوير الأداء المميز الذي انتهجته حكومة أبوظبي. عن طريق عدة محاور ومن أهمها:

• تخطيط ومتابعة تنفيذ مشاريع التطوير العمراني لتحقيق التطلعات ومواكبة النمو للإمارة
• التخطيط التفصيلي واعتماد مخططات المطورين وفقاً لمخطط رؤية أبوظبي 2030
• مراجعة وتحديث المخططات العمرانية الاستراتيجية ومواءمتها مع التطور والنمو الطبيعي للإمارة والمتغيرات الديموغرافية المصاحبة لذلك

تأصيل مكارم العطاء

حرصت بلدية مدينة أبوظبي كمؤسسة خدمية رائدة على توفير كل متطلبات التنمية وخصوصاً فيما يتعلق بإعداد وتجهيز وتهيئة واستصلاح الأراضي بجميع أنواعها (الزراعية، التجارية، الصناعية، السكنية) وذلك ضمن إطار السعي الدائم نحو تعزيز استقرار المواطنين والارتقاء بجودة حياتهم وقد تضمنت الأعمال تهيئة الأراضي و إمدادها بالخدمات الكاملة مما انعكس على جاهزية هذه الأراضي لتلبية متطلبات المواطنين وتحقيق طموحاتهم.

حدائقنا.. الترفيه وفقاً لقيم حضارية

ضمن رحلة إسعاد المجتمع، بادرت بلدية مدينة أبوظبي بتأهيل المرافق العامة والمنتزهات والحدائق بما يتناسب مع أفضل المعايير لخدمة أفراد المجتمع وعوائلهم، لذلك قامت بلدية مدينة أبوظبي بإنشاء مراكز ومرافق خدمية للمناطق لمواكبة احتياجات المجتمع في المناطق والأحياء بشكل مستدام، وبما يتماشى مع أفضل المعايير العالمية للارتقاء بمستوى الحياة، وتوطيد أركان التنمية المستدامة، وإسعاد المجتمع ورفاهيته.

تطوير مرافق مجتمعية بمعايير عالمية

ضمن إطار حرص بلدية مدينة أبوظبي على توفير المرافق المجتمعية والترفيهية لجميع فئات المجتمع بهدف إسعادهم، وتلبية احتياجاتهم التي تساهم في تعزيز معايير جودة الحياة في إمارة أبوظبي قامت البلدية بتأهيل البنية التحتية وتوفير العديد من المرافق الترفيهية (ملاعب، شواطئ، مماش، مناطق ألعاب للأطفال، حدائق سكنية).

رضا المجتمع عن المرافق المجتمعية

حرصت بلدية مدينة أبوظبي على تلبية احتياجات المجتمع عن طريق إنجاز باقة من المشاريع التي تهدف إلى توفير البنية التحتية الأساسية والتكميلية وتوفير المرافق الأساسية في مدينة أبوظبي وتحسين حالة الأصول والمظهر العام في مدينة أبوظبي، مما نتج عنه زيادة رضا السكان عن جودة خدمات البنية التحتية والمرافق الخدمية بالإمارة إلى نسبة (87%) في نهاية العام 2019.

Chairman's Message

All legislation, services, and projects planned and implemented by the Department primarily aim to enhance the quality of services provided to the community, support local development, and promote a high-quality lifestyle in the Emirate of Abu Dhabi.

The insightful vision of our wise leadership in establishing a comprehensive and sustainable development journey, and achieving progress, success, and excellence in various fields, has made Abu Dhabi a modern city vibrant with life and activity in every neighborhood, through its generous community, development projects, and distinguished services. This annual report reviews those services that contribute to strengthening the bonds between the Department of Municipalities and Transport, customers, and the community.

I would also like to emphasize the important role played by our strategic partners in collaboration with the Department of Municipalities and Transport in serving customers and providing integrated services that enhance their satisfaction and happiness. I also commend the strategic partnership that links the Department with the private sector and the efforts made by the local business community to improve the quality of services provided to residents and support the growth and prosperity of the Emirate's economy. This achieves our common strategic goals at all levels—service, investment, economic, social, and environmental—ensuring added value for everyone and supporting the efforts to make the Emirate of Abu Dhabi one of the best places in the world to live, work, and visit.

Director General's Message

Abu Dhabi City Municipality derives its general strategy from the values manifested in the vision of the Abu Dhabi Government. Based on this, the Municipality has developed its plans aimed at achieving the highest levels of sophistication in services and facilities, rehabilitating infrastructure, providing modern lifestyles, establishing sustainability standards in its projects, and enabling and developing the digital transformation project for services, which has yielded remarkable successes since its launch.

During the past period, Abu Dhabi City Municipality has made a huge and clear leap in improving performance and upgrading services, especially the significant surge in transforming traditional services into electronic ones. This has contributed to raising the level of customer satisfaction with the Municipality's performance and services, and at the same time, has driven the wheel of development in Abu Dhabi at all levels. The Municipality has been an important and essential supporter of the developmental vision, particularly in providing the highest levels of quality of life for all residents.

It has also succeeded in meeting the community's needs by establishing infrastructure that aligns with the accelerating urban growth and implementing numerous construction projects and sustainable applications. This has been achieved through several initiatives that reflect a sustainability methodology, such as providing a modern lighting network within the (Noor Abu Dhabi) project using energy-saving lamps, as well as rationalizing resource consumption through the introduction of modern applications for material reuse like asphalt recycling, using local plants in landscaping, and energy conservation initiatives in its buildings and various assets.

The Municipality also continued to implement projects aimed at providing sources of entertainment and recreation for residents by opening numerous parks and children's playgrounds in many cities, developing beaches, and paying attention to the needs of People of Determination by providing recreational areas that meet their aspirations.

The Municipality constantly expresses the importance of enhancing community participation to preserve the civilized appearance of cities. It activates awareness programs and workshops that aim to strengthen cooperation and partnership with all segments of society to eliminate all forms of public distortions, establish a clean and civilized environment, and strive to create a healthy community and an ideal environment for all residents.

Reviewing the significant achievements of the Municipality during 2019 serves as a positive motivation to continue the pace of development and improvement until we reach our strategic goal and priority, which qualifies the Municipality to be at the forefront. It deserves this based on its long history and its economic and developmental weight as a leading institution in serving the community and comprehensive development in Abu Dhabi. From this perspective, and in application of the principle (We are all responsible), we are committed, in all our ranks and roles, to enhancing the Municipality's status and elevating its distinguished character and reputation.

Abu Dhabi City Municipality has strived to achieve the future visions derived from the Abu Dhabi Plan 2030, which have been aligned with the strategic map issued by the Department of Municipalities and Transport. These are embodied through 7 priorities that illuminate the institution's path during its journey to achieve growth, urban development, and provide a decent level of services. These priorities have been translated into objectives, plans, and initiatives to ensure their achievement.

Sustainable Urban Growth that Meets Community Needs

Quality of Life that Touches Community Satisfaction

Abu Dhabi city is classified as one of the most developed major cities in the world in terms of urban planning and its urban structure. During the journey of building and developing the city, Abu Dhabi City Municipality has been honored to embody visions and aspirations on the ground, through the best urban planning supported by a foundation of giant, advanced infrastructure throughout the city and its new suburbs. It has implemented many huge urban projects that were parallel to future development plans, according to a methodology and plan aimed at developing its work mechanisms and raising its performance level, based on the distinguished performance development strategy adopted by the Abu Dhabi government. This is achieved through several axes, the most important of which are:

• Planning and monitoring the implementation of urban development projects to achieve aspirations and keep pace with the Emirate's growth
• Detailed planning and approval of developers' plans in accordance with the Abu Dhabi Vision 2030 plan
• Reviewing and updating strategic urban plans and aligning them with the natural development and growth of the Emirate and the accompanying demographic changes

Instilling the Virtues of Giving

As a leading service institution, Abu Dhabi City Municipality has been keen to provide all the requirements for development, especially with regard to preparing, equipping, and reclaiming lands of all types (agricultural, commercial, industrial, residential). This is part of the continuous effort to enhance the stability of citizens and improve their quality of life. The work included preparing the lands and providing them with full services, which was reflected in the readiness of these lands to meet the requirements of citizens and achieve their aspirations.

Our Parks... Recreation According to Civilized Values

As part of the journey to bring happiness to the community, Abu Dhabi City Municipality has taken the initiative to rehabilitate public facilities, parks, and gardens in line with the best standards to serve community members and their families. Therefore, the Municipality has established service centers and facilities for areas to keep pace with the community's needs in regions and neighborhoods in a sustainable manner, consistent with the best international standards to raise the standard of living, consolidate the pillars of sustainable development, and ensure the community's happiness and well-being.

Developing Community Facilities with International Standards

As part of Abu Dhabi City Municipality's commitment to providing community and recreational facilities for all segments of society with the aim of making them happy and meeting their needs, which contributes to enhancing the quality of life standards in the Emirate of Abu Dhabi, the Municipality has rehabilitated the infrastructure and provided numerous recreational facilities (playgrounds, beaches, walkways, children's play areas, residential parks).

Community Satisfaction with Community Facilities

Abu Dhabi City Municipality was keen to meet the community's needs by completing a package of projects aimed at providing basic and complementary infrastructure, essential facilities in Abu Dhabi city, and improving the condition of assets and the general appearance of the city. This resulted in an increase in residents' satisfaction with the quality of infrastructure services and service facilities in the Emirate to a rate of (87%) by the end of 2019.
