وإشغال الأرصفة في إمارة أبوظبي

تأسيس دائرة البلديات والنقل
تم إنشاء دائرة البلديات والنقل بموجب القانون رقم 30 لعام 2019 وتتمثل أولوياتها في تحقيق رؤية صاحب السمو الشيخ خليفة بن زايد آل نهيان رئيس دولة الإمارات العربية المتحدة وحاكم أبو ظبي، والمستلهمة من إرث ورؤية الوالد المؤسس لدولة الإمارات العربية المتحدة، الشيخ زايد بن سلطان آل نهيان في تبني التقدم على أساس علمي، ووضع الخطط الاستراتيجية في متابعة التنمية بما يتماشى مع احتياجات الأجيال الحالية والمستقبلية والمجتمعات.
تجسد الدائرة قيم الحوكمة الرشيدة مدفوعة باحتياجات المجتمع الذي تعمل لأجله، وتعمل بشغف لتحقيق أهدافها. وتركز الدائرة على إيجاد أكثر الوسائل فعالية في توفير الخدمات البلدية الأساسية مع اعتماد أعلى المعايير العالمية والتقنيات الحديثة لضمان سرعة التجاوب في بلديات الإمارة الثلاث، وتدعم الدائرة المكانة الريادية لأبو ظبي عالمياً كحكومة رائدة في التخطيط الحضري وإدارة قطاع النقل القائمين على الابتكار، وذلك كجزء من جهود حكومة أبو ظبي والتزامها بالعمل المستمر والحفاظ على أعلى المعايير لصالح جميع المواطنين والمقيمين في الإمارة.
وباعتبارها الجهة المسؤولة عن دعم النمو والتطور العمراني والبنية التحتية، وقطاع النقل في إمارة أبو ظبي، تقوم الدائرة بتوجيه وتنظيم ومراقبة كافة الأنشطة في هذه القطاعات. كما تعمل من منطلق خبرتها على تطوير العمل في قطاع البلديات والإشراف عليها وإدارتها لتوفير خدمات شاملة بهدف تعزيز مكانة أبو ظبي كواحدة من أفضل الوجهات العالمية للعيش والعمل والسياحة. كما تضمن الدائرة أعلى معايير السلامة والأمن والاستدامة والتطورات التكنولوجية لشبكات النقل البري والجوي والبحري للإمارة، بما يتماشى مع أعلى المعايير الدولية والتشريعات في الإمارات، بهدف تمكين موقع العاصمة كنقطة مركزية عالمية تصل شبكات النقل البري والبحري والجوي بين الشرق والغرب. وتعتمد الدائرة في تطلعاتها وأهدافها على أسس واضحة تتمثل في ابتكار وبناء مدن ذكية مستدامة، وتعزيز قدرة المدن والمجتمعات على التغيير والتكيف، وذلك من أجل الحفاظ على التميز في تقديم الخدمات، وضمان الازدهار للأجيال القادمة، بما يسمح لكل من يعيش في أبو ظبي بالوصول إلى إمكاناتهم الكاملة والمشاركة في بناء المستقبل.

1. الهدف من الدليل
يهدف هذا الدليل إلى تنظيم الجلسات الخارجية وإشغال الأرصفة بما يتوافق مع الأدلة والسياسات التخطيطية الصادرة عن الدائرة، مما يساهم في توفير بيئة مناسبة للعامة وتحسين مظهر المدينة.
2. نطاق التطبيق
• يطبق هذا الدليل على الجلسات الخارجية المطلوب تصريح إقامتها على الأرصفة أمام المباني والمنشآت التجارية التي تقدم الأطعمة والمشروبات، في المباني المصرح لها بهذا النوع من الأنشطة في إمارة أبوظبي.
• لا يشمل الدليل الجلسات الخارجية الواقعة ضمن حدود القسائم الخاصة بالفنادق والمراكز والبنايات التجارية وغيرها، إذ أنها لا تعتبر واقعة ضمن أصول البلدية.
• على الجلسات الخارجية الواقعة ضمن المشاريع التطويرية الالتزام بالمعايير والاشتراطات الواردة في المخطط العام للمشروع. وفي حال عدم وجود معايير للجلسات الخارجية ضمن المخطط العام فيجب الالتزام بالمعايير الواردة في هذا الدليل.
3. معايير التخطيط والتصميم الحضري
3.1 معايير تحديد موقع الجلسة الخارجية
• يسمح بإقامة الجلسات الخارجية على الأرصفة المطلة على الشوارع الرئيسية والفرعية في إمارة أبوظبي بشرط الالتزام بالشروط الواردة في هذا الدليل.
• يسمح بإقامة الجلسات الخارجية على الأرصفة الملاصقة للمحل بشكل مباشر، ويجب ألا يفصل بينهما عائق مثل شارع خدمي أو مواقف سيارات من الناحية الأمامية للمحل أو الجانبية إذا كان المحل يقع في زاوية المبنى.
• يمكن إقامة الجلسات الخارجية على الممرات الفاصلة بين القسائم وفق الجدول أدناه وكما هو موضح في الشكل رقم (2).
• يجب أن لا يقل عرض الجلسة الخارجية عن 1 م.
• يجب ألا يتجاوز طول مساحة الجلسة الخارجية طول واجهة المحل المقابل لها كما هو موضح في الشكل رقم (1).

• يجب ألا تقل المسافة الفاصلة بين الجلسة الخارجية ومداخل البنايات السكنية عن 8 م.
• يجب ألا تقل المسافة الفاصلة بين الجلسة الخارجية وحدود منشآت خدمات البنية التحتية من كافة الجهات (مثل محطات وغرف الكهرباء وأبراج اتصالات) عن 3 م.
• يجب عدم إعاقة مداخل سيارات الطوارئ والدفاع المدني، ومخارج الطوارئ للمبنى، ومداخل مواقف السيارات السفلية للبنايات والابتعاد عن حدودها بمسافة لا تقل عن 2 م.
• يجب عدم إعاقة حركة المشاة حسب التفاصيل المذكورة في معايير السلامة وحركة المشاة بهذا الدليل.
• يمكن إقامة الجلسات الخارجية على الممرات الفاصلة بين القسائم على أن لا تكون المسافة الفاصلة أقل من 5 متر، وفق الجدول أدناه وكما هو موضح في الشكل رقم (2).

3.2 معايير تحديد السلامة وحركة المشاة
3.2.1 الارتدادات
• للمناطق الجديدة والقائمة:
يجب المحافظة على جميع العناصر المكونة للحرم العام للطريق حسب الترتيب المحدد في دليل تصميم الشوارع الحضرية (USDM) (انظر الجدول في صفحة 15).
• للمناطق القائمة قبل صدور دليل تصميم الشوارع الحضرية (USDM)
- يسمح بإقامة الجلسات الخارجية على الأرصفة الملاصقة بشكل مباشر للمحل، شريطة التأكد من استمرارية خطوط المشاة بشكل مستقيم، بحيث تكون الجلسات لكافة المحلات على نفس الخط أو المسار ضمن الحرم العام للطريق.
- يجب المحافظة على منطقة السير خالية من أي عوائق وبالعرض المحدد في دليل تصميم الشوارع الحضرية (USDM) انظر الجدول في صفحة 15.
- يجب المحافظة على حافة أمان (ارتداد عن الشارع) كما هو موضح في الجدول أدناه:

• عند تقاطعات الشوارع: يجب الارتداد مسافة لا تقل عن 2 م من زاوية المبنى المطلة على التقاطع كما هو موضح في الشكل رقم (5) ، لضمان عدم التسبب بحجب أو إعاقة رؤية سائقي السيارات.

• يجب الابتعاد مسافة لا تقل عن 2 م من محطات مواقف الباصات وتقاطع خطوط المشاة على الشارع مع الرصيف وجسور المشاة كما هو موضح في الشكل رقم (6) ، وغيرها من مناطق التفاعل (interaction zone) عند ظهورها في المستقبل مثل محطات المترو.
(مناطق التفاعل هي مناطق تقاطع عدة أنواع من شبكات ممرات الحركة مثل شوارع السيارات مع ممرات المشاة).

• يجب الالتزام بتوفير ممرات حركة للمشاة خلال الجلسة الخارجية إذا تجاوز طولها 12م كما هو موضح في الشكل رقم (7)، كالتالي:
- ممر حركة بعرض لا يقل عن 1.5 م إذا كان طول الجلسة يتراوح ما بين 12 م إلى 15م.
- ممر حركة بعرض لا يقل عن 3 م إذا كان طول الجلسة أكثر من 15م.

• يمنع إقامة أي منصات (Platforms) أو أرضيات حتى لو كانت غير مثبته مثل الحصى (Gravels) على الأرصفة ومساحات الجلسات الخارجية.
• يجب الالتزام برصف أرضية الجلسة وفق المعايير المحددة في عملية تنظيم الأعمال خارج حدود القسائم، وذلك في حال الحصول على تصريح جلسة خارجية في منطقة غير مرصوفة (مساحة رملية).
4. المعايير التشغيلية
4.1 النظافة
• يجب اتخاذ كافة الوسائل والسبل التي من شأنها ان تحافظ على النظافة العامة داخل الجلسة الخارجية، والمنطقة المحيطة بها بمسافة لا تزيد عن 5 م، وذلك باستخدام طرق التنظيف الجافة، ويمنع استخدام المياه في غسيل أرضية الجلسة الخارجية أو تجهيزاتها لمنع تسرب المياه على الأرصفة والطرقات.
• يجب مراعاة النظافة المستمرة لتجهيزات الجلسة الخارجية من تراكم الأتربة والأوساخ، عن طريق المسح الجاف والنفض من الغبار.
• يجب المحافظة المستمرة على نظافة طاولات الجلسة ومقاعدها، وخصوصا بعد مغادرة مستخدميها من الزبائن.
• يجب عدم استخدام أغطية الطاولات المخصصة للاستخدام لمرة واحدة (Disposable) نظرا لسهولة تلفها وتطايرها.
4.2 الصيانة
• يجب المحافظة على تجهيزات الجلسة من التلف، وتجنب استخدام التجهيزات ذات العيوب (مكسورة أو ممزقة).
• يجب إجراء صيانة دورية لجميع مكونات الجلسة الخارجية، مع تجنب تركيب تمديدات كهربائية عشوائية وبشكل غير صحيح منعا لحدوث أي حالة من حالات التماس الكهربائي.
4.3 دورات المياه
• يجب توفير دورات مياه خاصة للمحل أو تواجد دورات مياه عامة في ذات المبنى الذي سيتم ترخيص جلسة خارجية له، ويجب مراعاة النظافة الدورية لهذا المرفق.
4.4 الإعلانات واللوحات الإرشادية
• يسمح بوضع شعار المنشأة او اسمها على المظلات الخارجية أو الحواجز الموجودة في الجلسة الخارجية، وأن يكون ملائما مع حجم المظلة بما لا يتجاوز 10% من واجهة المظلة أو الحاجز كما هو في الشكل التوضيحي رقم (8).
• يسمح بوضع حامل قائمة الطعام على مدخل الجلسة الخارجية بحيث يحمل قائمة الأطعمة والمشروبات التي يتم تقديمها في الجلسة الخارجية فقط، كما يجب ان يكون حامل قائمة الطعام. لا يعيق حركة المشاة.
4.5 التبريد والتدفئة
• في حال رغبة المنشأة باستخدام أحد وسائل التبريد (صيفا) أو التدفئة (شتاء) فيجب تضمين صورة عن هذه الوسائل في المخطط المقترح المقدم إلى البلدية عند تقديم طلب التصريح بحيث لا يعيق حركة المشاة كما هو موضح في الشكل التوضيحي رقم (9).
• مراعاة تشغيل أدوات التبريد والتدفئة بصورة صحيحة ومناسبة بما يضمن استخدام التمديدات الكهربائية الصحيحة والمناسبة في تشغيل هذه المعدات، ومراعاة شروط السلامة تجنبا لحدوث أي تماس كهربائي.
• يجب إزالة أجهزة التهوية والتدفئة من الجلسة الخارجية في حال عدم استخدامها.

4.6 الإضاءة
• يجب توفير إضاءة كافية في حال تقديم الخدمة في الجلسة الخارجية ليلا، والالتزام بالتمديدات الكهربائية المناسبة وتجنب العشوائية منها.
• تجنب الكشافات الضوئية ذات السطوع القوي والتي يتم وضعها على أطراف الجلسة الخارجية، والتي يهدف منها لفت الانتباه للدعاية والترويج للمنشأة التجارية.
• تجنب توجيه الإضاءة الساطعة نحو الشارع حفاظا على سلامة الرؤية لدى السائقين.
• في حال الرغبة في وضع إضاءة على أطراف الجلسة الخارجية فيجب استخدام وحدات الإضاءة على زوايا الجلسة الخارجية فقط وبعدد 4 وحدات إضاءة، على أن تكون الوحدة الواحدة عبارة عن ضوء واحد وبارتفاع لا يتجاوز 1.20 م كما هو موضح في الشكل رقم (10).
• اغلق إنارة الجلسة الخارجية في حال الانتهاء من تقديم الخدمة فيها.

4.7 أخرى
• لا يسمح بوضع وسائل العرض البصرية المختلفة مثل التلفاز أو المسرح المنزلي (البروجكتور)... وما شابه ذلك، في الجلسة الخارجية، ويستثنى من ذلك الجلسات في المباني الصناعية والتجارية التي لا يوجد بها سكن.
• لا يسمح باستخدام المذياع ومكبرات الصوت والموسيقى في الجلسة الخارجية تجنبا لإحداث الإزعاج، ويستثنى من ذلك الجلسات في المباني الصناعية والتجارية التي لا يوجد بها سكن.
• يمنع منعا باتا تقديم التبغ في الجلسات التي تبعد مسافة أقل من 50 م عن دور العبادة والمستشفيات والمدارس.
• لا يسمح بتقديم التبغ في أي جلسة خارجية إلا بعد استيفاء شروط وبنود اللائحة التنفيذية رقم 24 لسنة 2013 للقانون الاتحادي رقم 15 لسنة 2009 في شأن مكافحة التبغ، وبعد أخذ موافقة الجهات الأخرى ذات العلاقة.
5. معايير تجهيزات الجلسة الخارجية
5.1 التصميم
• يجب أن يكون تصميم الجلسة الخارجية وتجهيزاتها متوافق مع النمط المعماري للمبنى الذي توجد به المنشأة التجارية، والأخذ بعين الاعتبار المنطقة التي ستقام عليها الجلسة الخارجية إذا كانت ذات وجهة سياحية أو اذا كانت مطلة على أحد الشوارع الرئيسية.
• يجب تقديم مخطط تفصيلي يحدد موقع الجلسة الخارجية بالنسبة للمنشأة التجارية ومسارات وممرات الحركة ضمن حرم الطريق مع توضيح العناصر التالية:
- أبعاد ومساحة الجلسة الخارجية.
- مدخل المنشأة التجارية.
- عرض ممرات المشاة وجميع المسارات ضمن حرم الطريق مع تحديد أماكن عناصر تجهيزات الشارع.
- صور لعناصر تجهيزات الجلسة.
5.2 السياج والحواجز
• لا يسمح بوضع سياج على محيط الجلسة الخارجية بشكل كامل كبناء جدار عازل وانما يسمح بوضع حواجز قابلة للنقل بسهولة بارتفاع 1.20 م كما هو في الشكل (11).

• يسمح بحاجز من النباتات المزروعة في أحواض متنقلة بين الجلسات المتلاصقة للفصل فيما بينها، على أن لا يتجاوز ارتفاع الحاجز 0.5 م كما هو في الشكل رقم (12).
• يجب الاهتمام بنظافة الحواجز في حال كانت من الأشجار أو البلاستيك وتنظيفها من الغبار والأتربة.

5.3 المظلات
• السماح باستخدام المظلات على أن تكون متينة وآمنة بحيث لا تشكل خطر على الجمهور، ومتحركة وقابلة للنقل بسهولة، وبارتفاع لا يقل عن 2.20 م، كما هو موضح في الشكل (13)، كما يجب إغلاقها وإزالتها في حالة هبوب رياح شديدة، ويمنع وضع مظلات الشاطئ.
• يراعى في المظلات أن لا تتجاوز حدود الجلسة الخارجية وتتخطاها إلى حدود الرصيف الخارجي أو إلى ممر المشاة. إدراج صورة للمظلات في المخطط التفصيلي لتصميم الجلسة.

5.4 الطاولات والكراسي
• استخدام طاولات وكراسي متينة وآمنة ولا تشكل خطرا على الجمهور، ومتحركة وقابلة للنقل بسهولة.

1. يجب ألا يقل عرض المنطقة الطرفية عن 1.5 متر عند وجود موقف جانبي أو مسار للدراجات، ويمكن خفضه إلى 0.2 متر عندما يتوافر مجال كاف لوضع الإشارات، وتركيب الإضاءة والخدمات في منطقة تجهيزات مجاورة.
2. يجب أن يكون أقل عرض لملتجآت المشاة في الجزر الوسطية مترين ( أو 3 أمتار عندما يكون هناك نشاط متزايد للمشاة). كما يتطلب وجود مساحة إضافية بعرض 3 أمتار لاستيعاب حارات الانعطاف لليسار.

1. Purpose of the Guide
This guide aims to regulate outdoor seating and the occupation of sidewalks in accordance with the planning guides and policies issued by the Department, contributing to providing a suitable environment for the public and improving the city's appearance.
2. Scope of Application
• This guide applies to outdoor seating that requires a permit to be set up on sidewalks in front of buildings and commercial establishments that serve food and beverages, in buildings authorized for this type of activity in the Emirate of Abu Dhabi.
• The guide does not include outdoor seating located within the plot limits of hotels, centers, commercial buildings, etc., as they are not considered to be within municipal assets.
• Outdoor seating within development projects must adhere to the standards and requirements set forth in the project's master plan. If there are no standards for outdoor seating within the master plan, the standards in this guide must be followed.
3. Urban Planning and Design Standards
3.1 Criteria for Determining the Location of Outdoor Seating
• Outdoor seating is permitted on sidewalks overlooking main and secondary streets in the Emirate of Abu Dhabi, provided that the conditions in this guide are met.
• Outdoor seating is permitted on sidewalks directly adjacent to the establishment, and there must be no barrier between them, such as a service road or parking spaces in front of or on the side of the establishment if it is located on a corner of the building.
• Outdoor seating can be set up in the corridors between plots according to the table below and as shown in Figure No. (2).
• The width of the outdoor seating area must not be less than 1 m.
• The length of the outdoor seating area must not exceed the length of the corresponding establishment's facade, as shown in Figure No. (1).

• The distance between the outdoor seating area and the entrances of residential buildings must not be less than 8 m.
• The distance between the outdoor seating area and the boundaries of infrastructure service facilities from all sides (such as electricity substations, rooms, and communication towers) must not be less than 3 m.
• Emergency and civil defense vehicle entrances, building emergency exits, and entrances to underground parking lots must not be obstructed, and a distance of no less than 2 m from their boundaries must be maintained.
• Pedestrian movement must not be obstructed as detailed in the Safety and Pedestrian Movement Standards of this guide.
• Outdoor seating can be set up in the corridors between plots, provided that the separating distance is not less than 5 meters, according to the table below and as shown in Figure No. (2).

3.2 Safety and Pedestrian Movement Standards
3.2.1 Setbacks
• For new and existing areas:
All components of the public right-of-way must be maintained in the order specified in the Urban Street Design Manual (USDM) (see table on page 15).
• For areas existing before the issuance of the Urban Street Design Manual (USDM)
- Outdoor seating is permitted on sidewalks directly adjacent to the establishment, provided that the continuity of pedestrian paths is maintained in a straight line, such that the seating for all establishments is on the same line or path within the public right-of-way.
- The pedestrian thoroughfare must be kept clear of any obstacles and have the width specified in the Urban Street Design Manual (USDM), see table on page 15.
- A safety edge (setback from the street) must be maintained as shown in the table below:

• At street intersections: A setback of no less than 2 m from the corner of the building overlooking the intersection must be maintained, as shown in Figure No. (5), to ensure that drivers' visibility is not obstructed or blocked.

• A distance of no less than 2 m must be maintained from bus stops, pedestrian crossings on the street, and pedestrian bridges, as shown in Figure No. (6), and other interaction zones that may appear in the future, such as metro stations.
(Interaction zones are areas where different types of movement networks intersect, such as vehicle streets with pedestrian paths).

• Pedestrian access paths must be provided through the outdoor seating area if its length exceeds 12m, as shown in Figure No. (7), as follows:
- A path with a width of no less than 1.5 m if the seating length is between 12 m and 15 m.
- A path with a width of no less than 3 m if the seating length is more than 15 m.

• It is forbidden to install any platforms or flooring, even if they are not fixed, such as gravel, on sidewalks and outdoor seating areas.
• The flooring of the seating area must be paved according to the standards specified in the process for regulating works outside plot boundaries, in the case of obtaining a permit for outdoor seating in an unpaved area (sandy area).
4. Operational Standards
4.1 Cleanliness
• All necessary means and methods must be taken to maintain public cleanliness within the outdoor seating area and the surrounding area up to a distance of 5 m, using dry cleaning methods. The use of water to wash the floor or equipment of the outdoor seating area is prohibited to prevent water from leaking onto sidewalks and roads.
• The equipment of the outdoor seating area must be continuously kept clean from accumulated dust and dirt by dry wiping and dusting.
• The tables and chairs of the seating area must be kept continuously clean, especially after customers leave.
• Disposable tablecloths should not be used as they are easily damaged and can be blown away.
4.2 Maintenance
• The seating equipment must be maintained and protected from damage, and the use of defective equipment (broken or torn) should be avoided.
• Periodic maintenance must be carried out on all components of the outdoor seating area, avoiding random and incorrect electrical installations to prevent any electrical short circuits.
4.3 Restrooms
• Private restrooms for the establishment must be provided, or public restrooms must be available in the same building where the outdoor seating is licensed. Periodic cleaning of this facility must be ensured.
4.4 Advertisements and Signage
• The establishment's logo or name is allowed on the outdoor umbrellas or barriers in the seating area, and it should be proportionate to the size of the umbrella, not exceeding 10% of the umbrella or barrier's surface area as shown in illustrative Figure No. (8).
• A menu stand is allowed at the entrance of the outdoor seating area, displaying only the menu of food and beverages served in the outdoor seating area. The menu stand must not obstruct pedestrian movement.
4.5 Cooling and Heating
• If the establishment wishes to use any means of cooling (in summer) or heating (in winter), a picture of these devices must be included in the proposed plan submitted to the municipality when applying for the permit, ensuring they do not obstruct pedestrian movement as shown in illustrative Figure No. (9).
• Cooling and heating devices must be operated correctly and appropriately, ensuring the use of proper and suitable electrical connections to operate this equipment, and observing safety conditions to avoid any electrical short circuits.
• Ventilation and heating devices must be removed from the outdoor seating area when not in use.

4.6 Lighting
• Sufficient lighting must be provided if service is offered in the outdoor seating area at night, and appropriate electrical wiring must be used, avoiding random installations.
• Avoid high-brightness spotlights placed on the edges of the outdoor seating area, which are intended to attract attention for advertising and promoting the commercial establishment.
• Avoid directing bright lighting towards the street to maintain drivers' visual safety.
• If lighting is desired on the edges of the outdoor seating area, lighting units should be used only at the corners of the seating area, with a maximum of 4 lighting units. Each unit should be a single light with a height not exceeding 1.20 m as shown in Figure No. (10).
• Turn off the lighting of the outdoor seating area after service has ended.

4.7 Other
• Placing various visual display devices such as televisions or home theaters (projectors), and the like, in the outdoor seating area is not permitted, with the exception of seating in industrial and commercial buildings that do not have residences.
• The use of radios, speakers, and music in the outdoor seating area is not permitted to avoid causing disturbance, with the exception of seating in industrial and commercial buildings that do not have residences.
• Serving tobacco is strictly prohibited in seating areas less than 50 m away from places of worship, hospitals, and schools.
• Serving tobacco in any outdoor seating area is not permitted until the conditions and articles of Executive Regulation No. 24 of 2013 of Federal Law No. 15 of 2009 regarding Tobacco Control are met, and after obtaining approval from other relevant authorities.
5. Outdoor Seating Equipment Standards
5.1 Design
• The design of the outdoor seating and its equipment must be compatible with the architectural style of the building where the commercial establishment is located, and the area where the outdoor seating will be set up should be taken into consideration if it is a tourist destination or if it overlooks one of the main streets.
• A detailed plan must be submitted specifying the location of the outdoor seating in relation to the commercial establishment and the paths and corridors of movement within the right-of-way, clarifying the following elements:
- Dimensions and area of the outdoor seating.
- Entrance of the commercial establishment.
- Width of pedestrian paths and all routes within the right-of-way, specifying the locations of street furniture elements.
- Photos of the seating equipment elements.
5.2 Fences and Barriers
• Placing a full fence around the perimeter of the outdoor seating area like a solid wall is not permitted. However, easily movable barriers with a height of 1.20 m are allowed, as in Figure (11).

• A barrier of plants in movable pots is allowed between adjacent seating areas to separate them, provided that the height of the barrier does not exceed 0.5 m as in Figure No. (12).
• The barriers, whether made of trees or plastic, must be kept clean from dust and dirt.

5.3 Umbrellas
• The use of umbrellas is permitted, provided they are sturdy and safe so as not to pose a risk to the public, movable and easily transportable, and with a height of no less than 2.20 m, as shown in Figure (13). They must be closed and removed in case of strong winds, and the use of beach umbrellas is prohibited.
• Umbrellas should not extend beyond the boundaries of the outdoor seating area onto the outer sidewalk or pedestrian path. A picture of the umbrellas should be included in the detailed plan for the seating design.

5.4 Tables and Chairs
• Use tables and chairs that are sturdy, safe, do not pose a risk to the public, and are movable and easily transportable.

Table No. (2.5): Maximum and Minimum Dimensions
1. The minimum width of the edge zone must be 1.5 meters when there is on-street parking or a cycle track. It can be reduced to 0.2 meters when there is sufficient space for signage, lighting, and utilities in an adjacent furnishing zone.
2. The minimum width for pedestrian refuges in median islands is two meters (or 3 meters where there is increased pedestrian activity). An additional 3 meters of width is required to accommodate left-turn lanes.
3. The width must be 3.5 meters if buses use the paved lane as part of a regular bus route.
4. The dimensions shown here are based on the assumption of parallel parking. However, if it is designed as angle parking, please refer to the standards issued by the Department of Transport.
Note:
The numbers shown in this table are for the design of typical streets and should only be used in special cases. It should be noted that all new streets must be designed using the typical dimensions for cross-sections shown in Section (3.5), and the right-of-way used in this table must not be less than the minimum specified in the utility corridor design guide.
