Administrative Decision No. (52) of 2019
Regarding the Regulation of Activities of Small Farmers and Livestock Breeders
on Farms and Breeding 'Ezbas'
The Chairman of the Department of Municipalities and Transport:
- Having reviewed Law No. (1) of 1974 on the Reorganization of the Government Apparatus in the Emirate of Abu Dhabi and its amending laws,
- And Law No. (4) of 1983 Regarding the Regulation of Construction Works in the Emirate of Abu Dhabi, its Executive Regulations, and their amendments,
- And Law No. (8) of 2000 Regarding Cattle and Livestock Farms and Poultry and Ostrich Breeding Farms,
- And Law No. (13) of 2005 Regarding the Regulation of Grazing in the Emirate of Abu Dhabi and its amending laws,
- And Law No. (2) of 2012 Regarding the Preservation of the Public Appearance, Health, and Public Tranquility in the Emirate of Abu Dhabi and its Executive Regulations,
- And Law No. (30) of 2019 Regarding the Establishment of the Department of Municipalities and Transport,
- And Amiri Decree No. (1) of 2019 Regarding the Restructuring of the Executive Council of the Emirate of Abu Dhabi,
- And the Decision of the Chairman of the Executive Council No. (73) of 2015 Regarding the Regulation of 'Ezba' Affairs,
- And the Executive Committee Decision (Part 2) 17/2011 Regarding Granting Commercial Licenses to Small Farmers for Marketing Their Products,
- And Ministerial Decision No. (615) of 2009 Regarding the Technical and Health Conditions for Cattle Farms,
- And Ministerial Decision No. (616) of 2009 Regarding the Technical and Health Conditions for Sheep Farms,
- And Ministerial Decision No. (192) of 2010 Regarding the Technical and Health Conditions for Camel Farms,
- And Administrative Decision No. (79) of 2011 Regarding Granting Commercial Licenses to Farm and 'Ezba' Owners in the Emirate of Abu Dhabi,
- And Administrative Decision No. (33) of 2018 Regarding the Adoption of the Guideline for New Breeding 'Ezba' Applications,
- And Administrative Decision No. (53) of 2019 Regarding the Guideline for Regulating the Affairs of 'Ezbas' and Stables for the Emirate of Abu Dhabi - Second Edition.
- And based on the requirements of the public interest.
Has decided the following:
Article (1)
For the purpose of implementing the provisions of this Decision, the following words and phrases shall have the meanings assigned to each of them, unless the context indicates otherwise:

Emirate of Abu Dhabi. |
| The Department |
Department of Municipalities and Transport. |
| The Concerned Municipality |
Abu Dhabi City Municipality, Al Ain City Municipality, Al Dhafra Region Municipality, or any other municipality to be established in the Emirate in the future. |
| Small Farmers |
Citizens, whether natural or legal persons, who are owners of licensed farms and breeding 'Ezbas' and livestock breeders authorized to sell and market animal products within the ceiling set for animal production by the Abu Dhabi Agriculture and Food Safety Authority. |
| The Concerned Party |
The owner of the farm or 'Ezba' or their legal representative. |
Article (2)
The provisions of this Decision shall apply to the activities of small farmers and livestock breeders in the Emirate in a way that contributes to protecting public health and increasing animal and food production.
Article (3)
Small farmers and livestock breeders are permitted to practice the following activities:
- Breeding sheep, cattle, ostriches, camels, rabbits, and deer.
- Breeding dairy cattle, sheep, and camels, or preparing milk and its products.
- Slaughtering animals and preparing their meat; slaughtering, preparing, and freezing poultry.
- Breeding poultry and producing eggs.
- Any other activity determined by the Abu Dhabi Agriculture and Food Safety Authority.
Article (4)
- The farm or 'Ezba' must be located at a distance of 10 kilometers from the nearest residential community, public facilities, water sources, or pollution sources, including but not limited to factories, crushers, waste collection sites, or sewage treatment plants.
- The above condition applies to new farm and 'Ezba' licenses or in the case of adding a new activity to an existing farm or 'Ezba'.
Article (5)
The farm or 'Ezba' must be located at a distance of no less than 500 meters from the main road.
Article (6)
The concerned party must adhere to the following:
- Use the farm or 'Ezba' for its designated purpose and within the limits of the licenses issued in this regard.
- Place a sign at the entrance of the farm or 'Ezba' showing the owner's name, trade name, contact number, and a site plan approved by the concerned municipality indicating the location and area.
- Preserve wildlife, public cleanliness, and the general appearance.
- Obtain a building permit from the concerned municipality before starting any construction work on the farm or 'Ezba'.
Article (7)
This Decision shall be effective from the date of its issuance and shall be published in the Official Gazette.
