Safety Requirements for Tower Cranes in Construction Projects

To: All Consultants and contractors working in Building and construction sector within the City of Abu Dhabi:
As Abu Dhabi Municipality always enhance EHS Procedures at the construction sites, all contractors, consultants and developers are requested to comply with the following:

إلى جميع الشركات الاستشارية وشركات المقاولات العاملين في قطاع البناء والإنشاء داخل مدينة أبوظبي:
حرصاً من بلدية مدينة أبوظبي لضمان تعزيز إجراءات البيئة والصحة والسلامة في المواقع الإنشائية يرجى من جميع المقاولين والاستشاريين والمطورين الالتزام بالآتي:

• Ensure to conduct risk assessment and periodical update for activities to define appropriate controls, in preventing collapse of cranes, with due consideration to climatic conditions.

• ضمان إجراء تقييم المخاطر وتحديثها بشكل دوري لأعمال الرفع وتحديد الضوابط المناسبة لمنع سقوط الرافعات مع ضرورة مراعاة الظروف الجوية أثناء عمليات الرفع.

• Ensure the utilization of tower cranes within the projects plot limit and prevent all lifting operations and cranes parts such as (counter weight and boom) to exceed the projects plot limits.

• التأكد من استخدام الرافعات البرجية داخل حدود الموقع ومنع كافة عمليات الرفع أو خروج أجزاء الرافعة خارج حدود الموقع - مما قد يؤثر على العامة أو المشاة خارج الموقع.

• Ensure all cranes and lifting gears are registered and 3rd party certified and that all crane operators hold a valid license and 3rd party certificate.

• التأكد من فحص الرافعات ومعدات الرفع بشكل دوري من قبل طرف ثالث - مع التأكد أن جميع مشغلين الرافعات مرخصين ويحملون شهادات تشغيل من طرف ثالث.

• All cranes shall be fitted with (load indication equipment & anti-collision system) and ensure all such equipment is regularly maintained and calibrated regularly so as to ensure its effective operation and accuracy.

• يجب أن تكون جميع الرافعات مزودة بمؤشرات للحمولة وجهاز منع التصادم ويجب التأكد من أن جميع هذه المعدات وغيرها يتم صيانتها ومعايرتها بشكل دوري لضمان التشغيل الفعال والدقة.

• Daily pre-operational cranes checks are carried out in accordance with the checklist provided for the crane and in accordance with the manufacturer's recommendations and keep record.

• إجراء الفحص اليومي للرافعات من قبل شخص مختص وفقاً لقائمة الفحص المعدة من قبل الشركة ووفقاً لتوصيات الشركة الصانعة - مع الاحتفاظ بنسخة من الفحص.

• Ensure the attendance of competent/certified signal man and lifting supervisor (having adequate knowledge of cranes and lifting operations), proper communication between signal man and crane operator, and to conduct daily safety pre-task briefing in related to cranes and lifting operations, to convey hazards and risks pertaining to activity being performed as well as verify all the required safety controls.

• التأكد من تواجد شخص مرخص لتوجيه الرافعة ومشرف عمل ذو خبرة كافية بمجال الرافعات وعمليات الرفع - مع ضمان طريقة تواصل واضحة بين موجه الرافعة والمشغل وتقديم نشرة السلامة الصباحية اليومية الخاصة بعمليات الرفع - لتوصيل الوعي بالمخاطر التي قد تواجه الفريق وإيجاد الحلول المناسبة.
